109 <br /> <br /> It was agreed that a public hearing on the proposal <br />would be held at the next regular meeting. <br /> <br />STAFF REPORT: RATES AT PERFORMING ARTS CENTER <br /> <br /> Mr. Hendrix explained that during the previous budget <br />deliberations the Council and School Board made the decision <br />that the Performing Arts Center should be self supporting and <br />that the Council would provide fewer dollars to subsidize <br />free rehearsal time for non-profit organizations using the <br />facility. <br /> <br /> Ms. Linda Peacock, Budget Administrator, stated that the <br />School Administration would like to increase the hourly rate <br />for the Performing Arts Center to $70 an hour and decrease <br />the subsidized rehearsal time to 15 hours. <br /> <br /> Responding to questions from Ms. Slaughter, Ms. Peacock <br />stated that any non-profit organization can qualify for the <br />free rehearsal time and Mr. Jim Dunbar, Assistant <br />Superintendent forlCity Schools, stated that CHALFA is <br />treated the same as other non-profit organizations even when <br />it brings in out-of-town productions. <br /> <br /> Rev. Edwards made a motion to approve the recommendation <br />to increase.the rate and decrease the subsidized rehearsal <br />time and Ms. Slaughter seconded the motion. <br /> <br /> Mr. Toscano expressed some concern that no one was <br />present to speak about the recommendations but Mr. Vandever <br />stated that he did nOt think the change would affect many <br />organizationS. <br /> <br /> Ms. Slaughter stated that she understood the spirit in <br />which the policy regarding subsidized rehearsal time for <br />non-profit organizations was adopted, but did have some <br />questions about providing the subsidy to users from the <br />University of Virginia and felt it might be appropriate to <br />discuss the matter further with University officials. Ms. <br />Slaughter stated that she had also heard some concern <br />expressed about the ability to schedule children's events at <br />the Performing Arts Center. <br /> <br /> Mr. Toscano noted that Council could revisit the matter <br />in the future if necessary. <br /> <br /> The recommendation to increase the hourly rate at the <br />Performing Arts Center to $70 an hour and reduce the <br />subsidized rehearsal time to 15 hours was approved by <br />Council, with Ms. Daugherty absent. <br /> <br /> Mr. Toscano stated that he did think the issue of <br />University and community groups having equal access to the <br />Performing Arts Center, on a first come, first served basis, <br />needed to be resolved. <br /> <br /> Mr. Hendrix stated that he felt the issue of the <br />University's use of the Performing Arts Center was a small <br />issue and cautioned against taking action that could hurt the <br />excellent working relationship between the City and <br />University at the current time. <br /> <br />RESOLUTION: APPROVING SIDEWALK CAFE FOR LITTLEJOHN'S RESTAURANT <br /> <br /> Mr. Clyde Gouldman, City Attorney, stated that the <br />permit prepared for the sidewalk cafe for Littlejohn's <br />Restaurant was identical to.other permits on the Corner <br />recently approved by Council and they all contained a clause <br />requiring that the restaurant as well as the sidewalk cafe <br />close between the hours of 2:00 a.m. and 6:00 a.m. Mr. <br />Gould~an recommended that the permit under consideration as <br />well as those recently approved for the Corner be amended to <br /> <br /> <br />
