C. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Slaughter, <br />the resolution supporting the civil rights march on <br />Washington, D. C. was approved by Council, with Ms. Daugherty <br />absent° <br /> <br /> WHEREAS, August 28, 1993 marks the 30th anniversary of <br />the historic civil rights march on Washington, D. C., led by <br />Dr. Martin Luther King, Jr. and attended by more than <br />250,000 people~ and <br /> <br /> WHEREAS, the march was held to protest racism, violence <br />and poverty, and to demand jobs and freedom; and <br /> <br /> WHEREAS, millions of Americans have continued Dr. King's <br />quest for freedom, equality and the elimination of poverty <br />for all people~ and <br /> <br /> WHEREAS, a march is again being held in support of jobs, <br />justice and peace; <br /> <br /> NOW, THEREFORE, the City Council of the City of <br />Charlottesville, hereby encourages local citizens to attend <br />the August 28th march on Washington, D. C. or to otherwise <br />support efforts to eliminate racial discrimination and <br />poverty and to improve the qualify of life for all citizens. <br /> <br />ORDINANCE: CIGARETTE TAX <br /> <br /> Mr. Hendrix explained that discussion had taken place <br />during the budget process about instituting a cigarette tax <br />and an ordinance has been prepared to institute such a tax. <br /> <br /> Ms. Rita Scott, Director of Finance, stated that the <br />~0.12 per pack tax would be sold in the form of a small stamp <br />to cigarette distributors who will affix the stamp prior to <br />selling to City retailers. A 5% discount for distributors is <br />proposed. <br /> <br /> Responding to a question from Ms. Slaughter, Ms. Scott <br />stated that $260,000 in revenue had been budgeted in <br />anticipation of the cigarette tax. <br /> <br /> Mr. Toscano noted that the revenue from the cigarette <br />tax would be held in reserve and was not proposed to be <br />expended at this time. Mr. Toscano added that the State <br />could impose a cigarette tax and/or could restrict <br />localities' ability to impose such a tax in the future. <br /> <br /> Ms. Slaughter stated that the cigarette tax was an <br />effort by Council to diversify the City's tax base and lessen <br />the overdependency on property taxes. Ms. Slaughter added <br />that Council will see if the tax can be used to reduce the <br />property tax burden next year. <br /> <br /> Mr. Toscano cautioned that the cigarette tax was not a <br />tax to be relied on to be the same every year as cigarette <br />use is decreasing and this needed to be taken into <br />consideration when discussing lowering taxes. <br /> <br /> It was agreed that a public hearing on the cigarette tax <br />would be held at the next meeting, prior to the second <br />reading of the ordinance. <br /> <br /> <br />
