112 <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Slaughter, the <br />ordinance entitled "AN ORDINANCE ADDING ARTICLE XVIII TO <br />CHAPTER 30 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1990, <br />AS ~ENDED, IMPOSING AN EXCISE TAX ON THE SALE OF CIGARETTES,, <br />was offered and carried over to the next meeting for <br />consideration. <br /> <br />PUBLIC <br /> <br /> There were no matters by the public. <br />OTHER BUSINESS <br /> <br /> Rev. 'Edwards requested that the issue of giving a <br />discount to merchants for the sale of trash stickers be <br />reconsidered by Council at its August 23rd work session and <br />that the issue of allowing a 40 cent trash sticker to be <br />used on a 20 gallon container be considered and resolved by <br />Council in the near fUture. <br /> <br /> Ms. Slaughter made a motion to endorse a resolution, <br />mirroring a resolution adopted by the Virginia Municipal <br />League, which would allow three fourths of the states to <br />propose an amendment to the Constitution, and providing a <br />veto of such proposal by a two thirds vote of Congress. <br />Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr <br />Vandever. · <br /> <br />TWO-WAYING OF WATER/7TH STREET <br /> <br /> Ms. Judith Mue!ler, Director of Public Works, stated <br />that it would cost $74,000 to two-way Water Street, $8,000 to <br />close South Street, and $194,000 to two-way 7th Street, but <br />Water Street could be made two-way without closing South <br />Street or converting 7th Street to two-way. Ms. Mueller <br />stated that double parking and deliveries would need to be <br />dealt with if Water Street is made to-way. Ms. Mueller <br />stated that the lack of a stacking lane going West on Market <br />would make it difficult to two-way 7th Street. <br /> <br /> <br />
