116 <br /> <br />contract pursuant to a Section 112 planning and programming <br />grant received by the Thomas Jefferson Planning District <br />Commission from the Federal Highway Administration (FHWA) and <br />the Virginia Department of Transportation (VDOT). <br /> <br /> This appropriation is conditioned upon receipt by the <br />City of $77,158 from the Federal Highway Administration, and <br />$9,645 from the Virginia Department of Transportation, for a <br />total of $86,803 from the pass-through agency, Thomas <br />Jefferson Planning District Commission. <br /> <br /> BE IT FURTHER RESOLVED that the City's ten percent (10%) <br />local match of ~9,645 is hereby appropriated to account code <br />05-302-131032 from the unappropriated balance of the General <br />Fund for transfer to the Grants Fund. <br /> <br />APPROPRIATION: $11,603 - Certified Local Government <br /> Grant (carried over) <br /> <br />de <br /> <br />APPROPRIATION: $18,000 - Dept. of Conservation and <br /> Recreation Grant for Greenbelt Loop (carried over) <br /> <br />ee <br /> <br />APPROPRIATION: $7,000 - Albemarle Co. contribution <br /> for purchase of public access studio equipment <br /> (carried over) <br /> <br />fe <br /> <br />ORDINANCE: "AN ORDINANCE AUTHORIZING THE CONVEYANCE <br /> OF AN EASEMENT TO VIRGINIA POWER FOR DOWNTOWN MALL <br /> EXTENSION PROJECT" (carried over) <br /> <br /> Mr. Toscano noted that he thought it was significant <br />that Albemarle County has contributed toward the purchase of <br />public access studio equipment which indicates a willingness <br />on their part to participate in public access. <br /> <br />PUBLIC HEARING: CIGARETTE TAX <br /> <br /> Ms. Rita Scott, Director of Finance, gave an overview of <br />the proposed cigarette tax and how it would be administered. <br /> <br />The public hearing was opened. <br /> <br /> Mr. Raymond Klein, owner of the 7-11 Store on Ivy Road, <br />stated that he felt the cigarette tax was unfair and would <br />cause him to lose customers to County stores. <br /> <br /> As there were no further speakers the public hearing was <br />closed. <br /> <br />ORDINANCE: CIGARETTE TAX (2nd reading) <br /> <br /> Ms. Slaughter stated that she has attempted to look at <br />the impact the cigarette tax would have on sales and did not <br />feel the impact woUld be significant and the tax would lessen <br />the City's dependence on property tax. <br /> <br /> Mr. Toscano stated that he felt there are four good <br />reasons to support the cigarette tax: 1) diversification of <br />the City's tax base, providing more flexibility and options; <br />2) deterrent effect on smoking, especially on young people, <br />and make smokers bear more of health costs; 3) the State may, <br />in the near future, pre-empt the City's ability to impose the <br />cigarette tax; and 4) revenues will be raised at a time when <br />the City is facing financial problems. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Daugherty, <br />the ordinance was unanimously amended to include October 1, <br />1993 as the effective date of the tax. <br /> <br /> The ordinance entitled "AN ORDINANCE ADDING ARTICLE <br />XVIII TO CHAPTER 30 OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1990, AS AMENDED, IMPOSING AN EXCISE TAX ON <br />THE SALE OF CIGARETTES," as amended, which was offered at the <br /> <br /> <br />
