124 <br /> <br /> Mr. Clyde Gouldman, City Attorney, proposed that an <br />effective date of October 1st be added to the ordinance. <br /> <br /> Ms. Slaughter stated that she will not support the <br />discount for sale of trash stickers because the merchants <br />have volunteered to provide the service, because there are <br />other competing needs for funding, and because the discount <br />will cost the City approximately $25,000. <br /> <br /> Mr. Toscano stated that philosophically the CounciI has <br />generally not made appropriations off the budget cycle, <br />barring emergencies, and suggested that the ordinance become <br />effective July 1st so that the issue could be considered <br />during the budget process. <br /> <br /> Rev. Edwards stated that he viewed the discount as being <br />the fair thing to do since he thought it costs businesses <br />money to sell the stickers. <br /> <br /> The ordinance entitled "AN ORDINANCE ~4ENDING AND <br />REORDAINING SECTION 26-64 OF THE CHARLOTTESVILLE CITY CODE, <br />1990, AS AMENDED, ALLOWING A DISCOUNTED PURCHASE PRICE TO <br />DISTRIBUTORS OF DISPOSAL STICKERS," which was offered at the <br />September 7th meeting, was approved by the following vote. <br />Ayes: Ms. Daugherty, Rev. Edwards, Mr. Vandever. Noes: Ms. <br />Slaughter and Mr. Toscano. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Ms. DaughertY announced that a Small Business Fair, <br />organized by the City's Minority Business Office, will be <br />held on September 26th at the Omni Hotel. Ms. Daugherty also <br />announced that the Minority Business Office w~ll be opening <br />its services to women. <br /> <br /> Rev. Edwards stated that he was willing to support the <br />request of the Albemarle County Board of Supervisors that <br />alcohol be banned in parks, at least in the Darden Towe Park. <br /> <br /> Ms. Linda Peacock, Budget Administrator, stated that <br />staff are currently preparing a report which will show the <br />implications of banning alcohol in the parks. <br /> <br /> Ms. Slaughter stated that she felt the need exists to <br />provide more education for people who receive free trash <br />stickers. <br /> <br /> On motion by Ms. Daugherty, seconded by Rev. Edwards, <br />Council unanimously voted to meet in executive session to <br />discuss personnel issues (appointments to boards and <br />commission), the acquisition or use of real property for <br />public purpose, or of the disposition of publicly held <br />property (High Street parking lot), and consultation with <br />legal counsel pertaining to actual or potential litigation (a <br />rezoning dispute), as exempted by Section 2.1-344(a)(1),(2), <br />and (7) of the Virginia Freedom of Information Act. <br /> <br /> Council reconvened in open session and, on motion by <br />Rev. Edwards, seconded by Ms. Daugherty, Council unanimously <br />certified that, to the best of each member's knowledge, (i) <br />only public business matters lawfully exempted from open <br />meeting requirements by Virginia law were discussed in the <br />executive meeting to which this certification resolution <br />applies~ and (ii) only such public business matters as were <br />identified in the motion convening the executive meeting were <br />heard, discussed or considered by the Council. <br /> <br />The meeting was adjourned. <br /> <br /> <br />
