129 <br /> <br />seconded the motion, and it was carried over to the next <br />meeting for consideration. <br /> <br />PUBLIC <br /> <br /> There were no matters by the public. <br />OTHER BUSINESS <br /> <br /> Mr. Vandever stated that he had been contacted by the <br />South African Embassy with regard to Nelson Mandela's call <br />for the end of restrictions on investments in South Africa <br />and suggested that the Council discuss the matter in the near <br />future. <br /> <br /> On motion by Ms. Slaughter, seconded by Rev. Edwards, <br />Council unanimously voted to meet in executive session to <br />discuss personnel matters (appointments to boards and <br />commissions) and the acquisition, use or disposition of <br />property (CSX property) as~provided by Section 2.1-344(a)(1) <br />and (3) of the Virginia Freedom of Information Act. <br /> <br /> Council reconvened in open session and, on motion by <br />Rev. Edwards, seconded by Ms. Slaughter, unanimously <br />certified that, to the best of each member's knowledge, (i) <br />only public business matters lawfully exempted from open <br />meeting requirements by Virginia law were discussed in the <br />executive meeting to which this certification resolution <br />applies, and (ii) only such public business matters as were <br />identified in the motion convening the executive meeting were <br />heard, discussed or considered by the Council. <br /> <br />APPOINTMENTS: BOARDS AND COmmISSIONS <br /> <br /> On motion by Ms. Slaughter, seconded by Rev. Edwards, Ms. <br />Mary Alice Parsons was reappointed as the arts representative <br />for a three-year term on the Urban Design Committee and Ms. <br />Susan Smead was appointed to a three-year term on the Urban <br />Design Committee.
