Edwards requested that data on rates for comparable <br />service elsewhere be provided to Council. <br /> <br /> The m et'ng was adjourned. <br /> <br />Presi Ci~~ <br /> <br /> NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Sunday, <br />October 10, 1993 at 2:00 p.m. and Monday, October 11, 1993 at <br />9:00 a.m. IN THE Graves Mountain Lodge, Syria, Virginia. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Annual Council Retreat <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br /> GRAVES MOUNTAIN LODGE - October 10, 1993 <br /> <br /> Council met in special session on this date with the <br />following members present: Ms. Daugherty, Rev. Edwards, Ms. <br />Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br />REVENUE ISSUES <br /> <br /> Mr. Hendrix reviewed the revenue projections for FY <br />94-95, noted that an estimated $1.2 million needed to be cut <br />from the existing budget to balance the budget, and certain <br />areas such as the computer systems needed to be modernized in <br />order to deal with reduced staff levels. Mr. Hendrix stated <br />that December 15th was the deadline for major staff decisions <br />regarding the budget and he felt that prioritizing services <br />was a very important issue since 20 to 25 positions currently <br />in the budget will be eliminated in next year's budget, with <br />management positions targeted. <br /> <br /> Ms. Linda Peacock, Budget Administrator, stated that <br />both the Social Development Commission and Children and Youth <br />Commission will be conducting in-depth reviews of certain <br />agencies and felt it would be helpful for them to know <br />criteria Council would apply. <br /> <br /> Mr, Vandever stated that he felt the higher cost per <br />student in the City schools was a stumbling block to further <br />discussions of consolidation with the County and'asked that <br />the schools account for this cost. Mr. Vandever stated that <br />he would like the schools to present an explanation for how <br />they account for cost per pupil and do they think the <br />amount is reasonable, justifiable and rational. <br /> <br /> Mr. Toscano stated that he would like to know what types <br />of restructuring efforts the schools are making. <br /> <br />HIRING ISSUES <br /> <br /> Mr. Hendrix asked for Council's input regarding filling <br />the position of Economic Development Director and it was <br />agreed that staff would present options for this position, <br />with possible combining of positions. <br /> <br /> <br />
