136 <br /> <br />2.1-344(a)(1) and (2) of the Virginia Freedom of Information <br />Act. <br /> <br /> Council reconvened in open session and, on motion by <br />Rev. Edwards, seconded.by Mr. Toscano, unanimously certified <br />that, to the best of each member's knowledge, (i) only public <br />business matters lawfully exempted from open meeting <br />requirements by Virginia law were discussed in the executive <br />meeting to which this certification resolution applies, and <br />(ii) only such public business matters as were identified in <br />the motion convening the executive meeting were heard, <br />discussed or considered by the Council. <br /> <br />The meeting was adjourned for the evening. <br /> <br />GRAVES MOUNTAIN LODGE - October 11, 1993 <br /> <br /> Council reconvened the annual retreat with the following <br />members present: Ms~ Daugherty, Rev. Edwards, Ms. Slaughter, <br />Mr. Toscano, Mr. Vandever. <br /> <br />SCHOOL BOARD/COUNCIL RELATIONS <br /> <br /> It was agreed that Ms. Slaughter would collect questions <br />Council wanted addressed to the School Board at the School <br />Board's retreat. <br /> <br /> Rev. Edwards stated that it sounded as if Council wants <br />to manage the School Board. <br /> <br /> With regard to the Wednesday luncheon meetings with the <br />School Board, Mr. Toscano stated that he felt the meetings <br />should be restructured and that issues for discussion should <br />be planned in advance of the meetings. <br /> <br /> With regard to the issue regarding the School fund <br />balance issue, Councilors, with the exception of Rev. <br />Edwards, indicated they were comfortable with the previous <br />decision and did not want to revisit the matter. <br /> <br /> Council asked staff to make a short presentation to the <br />School Board on anticipated revenues at the School Board's <br />retreat. <br /> <br />COUNCIL WORKING RELATIONSHIP <br /> <br /> Mr. Toscano stated that he felt it would be helpful to <br />have some understanding of Council membersj thoughts and <br />questions prior to formal meetin. <br /> <br /> Ms. Daugherty requested that the Mayor and Clerk respond <br />in writing to all letters addressed to the Mayor and Council <br />in general. ~ <br /> <br /> Ms. Slaughter requested that Councilors give periodic <br />updates of what they are involved in. <br /> <br /> It was agreed that 6:30 p.m. prior to regular Council <br />meetings would be set aside for possible executive sessions. <br /> <br />RACE AND DIVERSITY <br /> <br /> Ms. Slaughter stated that she continued to be interested <br />in developing a mentoring system within City government to <br />help African-American employees advance within the <br />organization and to get appropriate training. <br /> <br /> Rev. Edwards expressed concern about salaries and <br />opportunities for hiring and advancement of African-Americans <br />within City government. <br /> <br /> Mr. Hendrix suggested that staff reflect on Council <br />member's concerns and return with a recommendation, without <br /> <br /> <br />
