TO THE CAPITAL LAND TRUST" (2nd reading) <br /> <br />PUBLIC HEARING: COMPREHENSIVE HOUSING AFFORDABILITY STRATEGY <br /> <br /> Mr..Satyendra Huja, Director of Community DevelOpment, <br />explained that the Comprehensive Housing Affordability <br />Strategy (CHAS) is required by the federal government and <br />includes having a five year plan and an annual review of the <br />City's performance. Mr. Huja stated that the public hearing <br />is being held to provide an opportunity for Council and <br />public input at the beginning of the process. <br /> <br />The public hearing was opened. <br /> <br /> Mr. Jim Heilman, representing the AIDS Support Group, <br />stated that there is a shortage of affordable housing for <br />persons with AIDS and HIV and requested Council's assistance <br />in increasing HUD financing for persons with AIDS or HIV; <br />asked for additional funding and advocacy from Council to <br />meet the needs of persons with AIDS or HIV beyond the Wiseman <br />House; and requested that the study previously discussed be <br />undertaken to determine the needs of persons with AIDS or HIV <br />in the community. <br /> <br /> As there were no further speakers the public hearing was <br />closed. <br /> <br />PRESENTATION: CABLE TELEVISION CITIZENS ADVISORY BOARD <br /> <br /> Ms. Ellen Wagner, Chair of the Cable Television Citizens <br />Advisory Board, explained that trainers are in the process of <br />being trained on the public access studio equipment who will <br />then train interested citizens to allow them to use the <br />equipment. Ms. Wagner explained that over 200 people have <br />expressed an interest in participating in the training. <br />Ms. Wagner noted that persons who are unable to pay the <br />$75 training fee will be able to have the fee waived in <br />return for volunteering time in the studio. With regard to <br />the public access studio~ Ms. Wagner stated that several <br />questions remain regarding the management of the facility and <br />pre-recorded programs will begin airing on the public access <br />channels by the end of the month. Ms. Wagner also noted that <br />no complaints regarding Adelphia service have been received <br />by the Board. <br /> <br /> Mr. Toscano thanked the Board members for the incredible <br />number of hours they have put into serving on the Board to <br />date. <br /> <br />PRESENTATION: SOCIAL SERVICES ADVISORY BOARD <br /> <br /> Mr. Hal Brindley, Chair of the Social Services Advisory <br />Board, presented an annual report of the Social Services <br />Department. Mr. Brindley stated that positive comments have <br />been received from the community regarding the Social <br />Services staff; staff have experienced a huge increase in <br />caseloads and they are just able to meet legal mandates; a <br />waiting list exists for people who want to take part in <br /> <br /> <br />
