<br />ORDINANCE: SUBDIVISION AND ZONING AMENDMENTS (2nd reading)

<br /> Mr. Gouldman recommended that the ordinance be amended
<br />to include an appeal to Council on sidewalk and curb and
<br />gutter waivers to make the ordinance consistent with the R-lA
<br />zoning section.
<br />
<br /> On motion by Ms. Slaughter, seconded by Ms. Daugherty,
<br />the subdivision ordinance was amended to include the appeal
<br />to Council on sidewalk and curbs and gutter waivers, with
<br />Rev. Edwards absent for the vote.

<br />ORDINANCE: CABLE TV BASIC TIER RATE REGULATION (2nd reading)
<br />
<br /> Mr. Gould~an suggested two minor amendments to the cable
<br />ordinance: inclusion of the filing date and clarification of
<br />when the certification becomes effective.
<br />
<br /> On motion by Ms. Daugherty, seconded by Ms. Slaughter,
<br />the ordinance was amended as recommended by Mr. Gouldman,
<br />with Rev. Edwards absent.
<br />
<br /> The ordinance entitled "AN ORDINANCE GOVERNING THE
<br />PROCEDURES AND STANDARDS FOR THE REGULATION OF CABLE
<br />TELEVISION RATES PURSUANT TO THE RULES OF THE FEDERAL
<br />COMMUNICATIONS COMMISSION AND THE CABLE TELEVISION CONSUMER
<br />PROTECTION AND COMPETITION ACT OF 1992," as amended, which
<br />was offered at the October 8th meeting, was approved by the
<br />following vote. Ayes: Ms. Daugherty, Ms. Slaughter, Mr.
<br />Toscano, Mr. Vandever. Noes: None. Absent: Rev. Edwards.

<br />ORDINANCE: CLOSING A PORTION OF LYMAN STREET
<br />
<br /> Mr. Hendrix explained that Lyman Street was a platted
<br />but unopened street and needed to be closed in order to be
<br />used for the access road into the National Optronics project.
<br />
<br /> Mr. Gouldman explained that the title company involved
<br />requested that the ordinance use the word abandoned rather
<br />than discontinued and that "and gutter" be removed as a
<br />condition.
<br />
<br /> On motion by Ms. Slaughter, seconded by Ms. Daugherty,
<br />the ordinance entitled "AN ORDINANCE CLOSING, VACATING AND
<br />ABANDONING LYMAN STREET," as changed by Mr. Gouldman, was
<br />offered and carried over to the next meeting for
<br />consideration.

<br /> Mr. Gou!dman explained that as part of the Corner
<br />renovation project, liens were placed on unpaid assessments
<br />and one property owner has asked that the unpaid amount be
<br />subordinated to his new loan.
