149 <br /> <br /> The drainage projects as presented, moving up Tonsler <br />Park on the priority list, to coincide with renovations <br />planned at the Park were unanimously approved by Council. <br /> <br /> Mr. Huja stated that the Planning Commission wanted to <br />add one new criterion to the matrix for future drainage <br />projects, "benefits to low and moderate income residents," to <br />have a weight of two. <br /> <br /> Mr. Toscano recommended that the additional criterion <br />recommended be given an initial weight of one to see how the <br />list is affected. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Daugherty, <br />the Planning Commission's recommendation to add "benefits to <br />low and moderate income residents," with a weight of two, be <br />added to future criteria, was unanimously approved by <br />Council. <br /> <br />REPORT: EMERGENCY REPAIR AND RELOCATION FUND <br /> <br /> Mr. Huja stated.that various departments have been <br />working collaboratively on dealing with building code <br />violations and have recommended that funds be available for <br />emergency repair and relocation assistance for owner occupied <br />homes. <br /> <br /> Rev. Edwards suggested that the program also help teach <br />residents how to do home repairs if possible. <br /> <br /> Rev. Edwards made a motion to approve the program and <br />Ms. Daugherty seconded the motion. <br /> <br /> Mr. Toscano stated that he recognized the need to be <br />flexible and extend grants for this purpose but recommended <br />that the pr?gram be sunsetted and evaluated. <br /> <br /> Responding to a question from Mr. Toscano, Mr. Huja <br />stated that the property owner would be required to pay back <br />the grant if the property was sold within five years. <br /> <br /> The Emergency Repair and Relocation Fund was unanimously <br />approved by Council. <br /> <br />RESOLUTION: APPROVING SPECIAL PERMIT FOR ADDITIONAL DWELLING <br />UNITS AT 512 AND 518 E. MAIN STREET <br /> <br /> Mr. Huja stated that the Planning Commission recommended <br />approval of the special permit for the following reasons: 1) <br />It is in harmony with the Land Use Plan of the Comprehensive <br />Plan; and 2) the proposed use will not have a significant <br />adverse impact on the surrounding area if conditions are met. <br /> <br /> Ms. Slaughter stated that she felt it was a good idea <br />to have more downtown housing. <br /> <br /> On motion by Ms. Slaughter, seconded by Mr. Toscano, the <br />resolution approving a special permit for additional dwelling <br />units at 512 and 518 E. Main Street was unanimously approved <br />by Council. <br /> <br /> WHEREAS, Charles Lewis has requested a special use permit <br />to allow for the addition of four (4) one-bedroom dwelling <br />units to the property at 512 and 518 East Main Street; this <br />property being further identifie~ as Parcel 68 on City Real <br />Property Tax Map 53, having 35.27 feet of frontage on East <br />Main Street (downtown mall) and containing approximately 3,930 <br />square feet of land or .09 acres; <br /> <br /> WHEREAS, following a joint public hearing before this <br />Council and the Planning Commission, duly advertised and held <br />on October 12, 1993, this Council finds that such use will <br />conform to the criteria applicable to special permits <br /> <br /> <br />
