166 <br /> <br />which might be needed at Charlottesville High, Walker and <br />Buford Schools, noting that it will become increasingly <br />difficult for the City to issue bonds to finance such <br />projects. <br /> <br /> Mr. Toscano recommended that future parking needs at <br />Jefferson be considered since it might be possible to use <br />space currently used for parking for other revenue producing <br />purposes if not needed to provide parking for the building. <br /> Dr. Joseph McGeehan, Superintendent of Charlottesville <br />Schools, presented information which refuted claims by <br />gubernatorial candidates that only 43 cents of every dollars <br />going for class instruction. <br /> <br /> In response to questioned posed to the Schools by <br /> Council at the School Board's annual retreat, Dr. McGeehan <br /> stated that several areas have been restructured, including <br /> cafeteria~ custodial, student services and central <br /> administration and adult education and maintenance are being <br /> explored for restructuring. <br /> <br /> Dr. McGeehan stated that he has been unable to <br />adequately compare the City's cost per pupil with that of <br />Albemarle County without direct access to Albemarle County's <br />budget. <br /> <br /> Responding to a question from Mr. Vandever regarding <br />teacher-student ratios in the third grade classes at Jackson <br />Via Elementary School, Dr. McGeehan stated that a fourth <br />full-time teacher will be assigned to the third grade <br />classes. <br /> <br /> It was agreed that the January Council/School Board <br />monthly meeting would be held at 6:00 p.m. on January 6th. <br /> <br /> Dro Bloodgood requested that Council discuss the <br />proposal to establish a separate academy and give their <br />reaction to funding such a program to the School Board as <br />soon as possible. <br /> <br /> was adjourned. <br /> <br />Presi'~en Ce~~ ~ <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Wednesday, <br />December 15, 1993 AT 12:00 noon IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Discussion of refuse collection options <br /> <br /> Meeting with State Legislators <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox (signed) <br /> <br />SECOND FLOOR CONFERENCE ROOM - December 15, 1993 <br /> <br /> Council met in special session on this date with the <br />following members present: Ms. Daugherty, Rev.
