On motion by Ms. Slaughter, seconded by Rev. Edwards, the proposal for the community design liaison, as described above by Mr. Hendrix, was unanimously approved. RESOLUTION: ADOPTING THOMAS JEFFERSON PLANNING DISTRICT COMMISSION LEGISLATIVE PROGRAM Ms. Slaughter noted that concern expressed by Councilors regarding affordable housing in!other localities had been discussed by Planning District Con~ission members. On motion by Rev. Edwards, seconded by Ms. Daugherty, the resolution adopting the Thomas Jefferson Planning District Commission Legislative Program was unanimously approved by Council. ORDINANCE: DONATION OF PROPERTY ON ROSE HILL DRIVE (2nd reading) Mr. Gouldman recommended that the ordinance be amended to refine the conditions regarding Madison Avenue access and vegetation on the boundary of the property. Mr. Satyendra Huja, Director of Community Development, explained that a subdivision on the property adjacent to the Red Cross property would require City approval of-streets, but no approval would be necessary for a driveway. On motion by Rev. Edwards, seconded by Ms. Daugherty, the ordinance was unanimously amended as recommended by Mr. Gouldman. The ordinance entitled "AN ORDINANCE TO AUTHORIZE THE CONVEYANCE OF PROPERTY LOCATED ON ROSE HILL DRIVE TO THE AMERICAN RED CROSS," as amended, which was offered at the December 6th meeting, was approVed by the following vote. Ayes: Ms. Daugherty, Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever. Noes: None. PUBLIC There were no matters by the public. OTHER BUSINESS Mr. Toscano acknowledged the retirement of Diane McCrystal from Adephia Cable, noting that Ms. McCrystal has worked behind the scenes filming Council meetings for viewing on cable television. Ms. Daugherty announced that the Ridge Street bridge would be open on December 23rd. Ms. Slaughter expressed appreciation to retiring Treasurer Gene Harding and other City retirees. On motion by Ms. Slaughter, seconded by Rev. Edwards, Council unanimously voted to meet in executive session for the purpose of considering the acquisition or use of real property for public purpose, or the disposition of publicly held property, more specifically described as property located near Free Bridge and for the purpose of consultation with legal counsel concerning matters pertaining to actual or probable litigation or other matters requiring legal advice, as authorized by Section 2.1-344(a)(3) and (7) of the Virginia Code.
