188 <br /> <br /> Ms. Slaughter made a motion to approve a resolution <br />directing the Planning Commission to consider an amendment.to <br />the Land Use Plan for five properties on Grove Avenue and Ms. <br />Daugherty seconded the motion. <br /> <br /> Mr. Toscano stated that concern has been expressed about <br />preserving the architectural nature of homes in the Grove <br />Avenue neighborhood and noted that that was a separate issue <br />from maintaining the residential nature and questioned what <br />result the neighbors were really seeking. <br /> <br /> Ms. Slaughter stated that the Planning Commission could <br />be asked for specific feedback on such issues as the <br />architectural versus residential nature of the neighborhood. <br /> <br /> The resolution directing the Planning Commission to <br />consider an amendment to the Land Use Plan for five properties <br />on Grove Avenue was unanimously approved by Council. <br /> <br /> A RESOLUTION <br />DIRECTING THE PLANNING COMMISSION TO CONSIDER AMENDMENT <br /> TO THE LAND USE PLAN FOR FIVE PROPERTIES <br /> ON GROVE AVENUE <br /> <br /> WHEREAS, the approved Land Use Plan of the Comprehensive <br />Plan for the City of Charlottesville designates the following <br />five properties in the 500 block of Grove Avenue for "Office" <br />uses: <br /> <br />504 Grove Avenue (Tax Map 54, Parcel 14) <br />505 Grove Avenue (Tax Map 54, Parcel 11) <br />506 Grove Avenue (Tax Map 54, Parcel 15) <br />521 Grove Avenue (Tax Map 54, Parcel 12) <br />525 Grove Avenue (Tax Map 54, Parcel 13) <br /> <br /> WHEREAS, the zoning for each of the five properties is <br />R-2 Residential, as shown on the City Zoning Map, adopted June <br />3, 1991~ and <br /> <br /> WHEREAS, each of the five properties is currently used <br />for residential purposes; and <br /> <br /> WHEREAS, there is a great value in maintaining the <br />residential housing in the City; and <br /> <br /> WHEREAS, there are unique architectural aspects to the <br />houses in the neighborhood and on this block~ and <br /> <br /> WHEREAS, a decision at some time in the future to rezone <br />such properties to a business use may not be appropriate nor <br />in the best interests of the residential neighborhood; and <br /> <br /> WHEREAS, since such a rezoning to office in more houses <br />could have an adverse impact on the entire residential <br />neighborhood, the "Office" classification of the properties in <br />the Land Use Plan should be reexamined by City Council after <br />a public hearing and a recommendation from the City Planning <br />Commission; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council for the <br />City of Charlottesville that the Planning Commission is <br />directed, after the required notice and publication of the <br />proposed Land Use Plan amendment, to hold a joint public <br />hearing on the question of whether the Land Use Plan <br />classification for the five properties listed herein should be <br />changed from "Office" to "Residential." We also ask the <br />Planning Commission to present findings on the architectural <br />and residential values of the neighborhood and this block in <br />particular. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br /> <br />
