198 <br /> <br /> Our mission is to increase the level of business activity <br />in the City of Charlottesville by promoting economic <br />development activities that will broaden the tax base and <br />increase the number of higher than minimum wage jobs. We will <br />support the real estate development of land the private sector <br />is reluctant to develop, and we are dedicated to facilitating <br />partnerships between the public and private sectors. <br /> <br />In addition we specifically will: <br /> <br /> - recycle property that is unutilized or underutilized <br />and develop same for higher and better use when requested by <br />City Council <br /> <br /> - support the effort to recruit new businesses to the <br />city <br /> <br /> - participate in helping existing businesses to remain in <br />the city <br /> <br /> - be part of greater economic development efforts of the <br />city government and the regional community <br /> <br /> - be an advisor on the development of city-owned property <br />as requested by City Council. <br /> <br /> - facilitate the issuance of bonds as provided in the <br />Code of Virginia. <br /> <br /> Following a discussion of the advantages and <br />disadvantages of delaying recruitment of the economic <br />development director until the economic development strategic <br />plan is developed, it was agreed that staff should move <br />forward in developing a job description for the position, <br />providing an opportunity for input by the task force in the <br />development of the job description. <br /> <br />ORDINANCE: <br /> <br />AMENDING MEMBERSHIP OF RETIREMENT COMMISSION <br /> <br /> Mr. Hendrix explained that the amendment would add one <br />City retiree to the Retirement Commission as endorsed by the <br />Planning Commission. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Slaughter the <br />ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN <br />SECTIONS 19-57 AND 19-58 OF ARTICLE III OF CHAPTER 19 OF THE <br />CODE OF THE CITY OF CHARLOTTESVILLE, 1990, AS AMENDED, ADDING <br />A RETIRED EMPLOYEE TO THE RETIREMENT COMMISSION" was offered <br />and carried over to the next meeting for consideration. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Rev. Edwards announced that the first "Goods-for Guns" <br />program will be held on March 5th and $100 vouchers will be <br />exchanged for operable guns. <br /> <br /> It was agreed that Council would meet with the School <br />Board on March 9th as well as for the March 10th budget work <br />session. <br /> <br /> On motion by Ms. Daugherty, seconded by Rev. Edwards, <br />Council unanimously voted to meet in executive session for the <br />purpose of appointing members to various City boards or <br />agencies, as authorized by Section 2.1-344(a)(1) of the <br />Virginia Code. <br /> <br /> Council reconvened in open session and on motion by Rev. <br />Edwards, seconded by Ms. Daugherty, Council unanimously <br /> <br /> <br />
