200 <br /> <br /> Council reconvened in open session and on motion by Ms. <br />Slaughter, seconded by Ms. Daugherty, Council certified, with <br />Rev. Edwards absent fox the vote, that, to the best of each <br />member's knowledge (i) only public business matters lawfully <br />exempted from open meeting requirements by Virginia law were <br />discussed in the executive meeting to which this certification <br />resolution applies, and (ii) only such public business matters <br />as were identified in the motion convening the executive <br />meeting were heard, discussed or considered by the Council. <br /> <br />COUNCIL C._qAMBER - March 7, 1994 <br /> <br /> Council met in regular session on this date with the <br />following members present: Ms. Daugherty, Rev. Edwards, Ms. <br />Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />CONSENT AGENDA <br /> <br /> Ms. Slaughter read the list of agencies funded through <br />the Job Training and Partnership Act and requested further <br />information on the program for displaced workers. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Daugherty, the <br />following consent agenda items were unanimously approved by <br />Council: <br /> <br />a. Minutes of February 22 <br /> <br />be <br /> <br />APPROPRIATION: $2,598,791 - Job Training Partnership <br /> Act (pass-through funds) (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that all amounts received from the <br />Governor's Employment and Training Department of the <br />Commonwealth of Virginia pursuant to the Job Training <br />Partnership Act (including unexpended balances carried forward <br />from prior years), estimated to total $2,598,791, are hereby <br />appropriated to the JTPA Fund, to be expended by the Piedmont <br />Job Training Administration on authorization from the City <br />Manager or his designee, and in accordance with applicable <br />state and federal laws and regulations, to carry out the <br />purpose of the Act. <br /> <br />Ce <br /> <br />APPROPRIATION: $76,258 - Project ADAPT <br /> (carried over) <br /> <br />APPROPRIATION: $21,916 - Victim Witness Assistance <br /> (carried over) <br /> <br />fe <br /> <br />APPROPRIATION: <br /> (carried over) <br /> <br />APPROPRIATION: <br /> (carried over) <br /> <br />g. RESOLUTION: <br /> Restaurant <br /> <br />$1,500 - Tinting Enforcement Grant <br /> <br />$143,164.04 - Drug Seizure Assets <br /> <br />Renewing cafe permit for Metropolitain <br /> <br /> WHEREAS, Tim & Vincent, Inc, has applied to City Council <br />for a permit to operate an outdoor cafe on the pedestrian mall <br />in the 100 block of West Main Street, in connection with the <br />operation of its duly licensed restaurant at 119 West Main <br />Street~ and. <br /> <br /> WHEREAS, this Council finds that the proposed outdoor <br />cafe is in keeping with the intent of the pedestrian mall, <br />can add significantly to successful commerce in the downtown <br />area, will not unreasonably restrict the movement of <br />pedestrian traffic and will not endanger the public health, <br /> <br /> <br />
