203 <br /> <br />FUNDING <br /> <br /> Mr. Hendrix listed the priorities for ISTEA funding <br />previously approved by Council as follows: 1) preservation of <br />Norfolk/Southern Train Station and accompanying infrastructure <br />(already funded); 2) Bicycle Plan implementation; 3) Rivanna <br />River Greenbelt completion; 4) removal of billboards in the <br />City; and 5) undergrounding of utilities on West Main Street, <br />Market Street, Water Street and High Street. <br /> <br /> Mr. Ron Higgins, Planner in the Department of COmmunity <br />Deve!opment~ requested that Council endorse the Bicycle Plan <br />for Rugby Road.. The City's portion of the project, on the <br />east side of Rugby Road from University Avenue to Wayside <br />Place., is proposed to be funded out of the Capital Fund, and <br />the University,s portion is proposed to be funded with the <br />ISTEA grant. <br /> <br />The public hearing was opened. <br /> <br /> Mr. John Bunch, 2316 Crestmont Avenue, stated that'he <br />appreciated Council,s efforts to implement the Bicycle Plan, <br />especially in the light of the tight budget, and, on behalf of <br />the BicyCling Association, supported the RUgby Road project, <br />from an aesthetic viewpoint as well. <br /> <br /> As there were no further speakers the public hearing was <br />closed. <br /> <br /> On motion by Ms. Slaughter, seconded by Mr. Toscano, the <br />resolution endorsing the Rugby Road Project for ISTEA grant <br />funds was unanimously approved by Council. <br /> <br /> WHEREAS, under the Intermodal Surface Transportation <br />Efficiency Act (ISTEA) certain funds are made available for <br />enhancement projects; and <br /> <br /> WHEREAS, the Virginia Commonwealth Transportation Board <br />is seeking proposals for projects which meet the guidelines <br />set forth for enhancement project; and <br /> <br /> WHEREAS, the project presented is a bike lane <br />construction, in cooperation with the University of Virginia, <br />along Rugby Road from University Avenue to Wayside Place in <br />the City of Charlottesville; and <br /> <br /> WHEREAS, the project is in accordance with the <br />Comprehensive Plan of the City of Charlottesville, the Bicycle <br />Plan of the ~!PO for both the City and Albemarle County and the <br />Bicycle Plan of the University of Virginia; and <br /> <br /> WHEREAS, the project is deemed meritorious and of benefit <br />to the community and state; and <br /> <br /> WHEREAS, in accordance with Commonwealth Transportation <br />Board construction allocation procedures, it is necessary that <br />a request by resolution be received from the local government <br />or state agency in order that the Virginia Department of <br />Transportation program an enhancement project in the City of <br />Charlottesville, Virginia; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council of <br />the City of Charlottesville, Virginia, requests the <br />Commonwealth Transportation Board to establish a project for <br />the improvement of a four foot wide bike lane along Rugby Road <br />from University Avenue to Wayside Place in the City of <br />Charlottesville. <br /> <br /> BE IT FURTHER RESOLVED that the City of Charlottesville <br />understand that the University of Virginia agrees to pay <br />twenty percent (20%) of the total cost for planning, design, <br />right-of-way and construction of this project in accordance <br />with the guidelines for ISTEA funding. <br /> <br /> <br />
