215 <br /> <br />A resident of Hampton Street spoke in support of JAUNT. <br /> <br /> Mr. Jessie Collins, 514 Georgetown Road, spoke in support <br />of JAUNT. <br /> <br /> Ms. Betty Newell, Director of the Free Clinic, stated <br />that the Clinic has served 2,300 patients, 50% of whom are <br />City residents. Ms. Newell stated that the City has never <br />provided funding for the Free Clinic since it was considered a <br />new program and asked Council to consider at least token <br />funding which is critical to show local government support in <br />grant applications. <br /> <br /> As there were no further speakers the public hearing was <br />closed. <br /> <br />PUBLIC HEARING: <br /> <br />GRANT PROGRAM <br /> <br />PROPOSED FY 94/95 COMMUNITY DEVELOPMENT BLOCK <br /> <br /> Mr. Michael Swift, 302 8th Street, N.W., President of the <br />Sector II Neighborhood Association and a member of the 10th <br />and Page Street Task Force, urged Council to give favorable <br />consideration to the proposed CDBG budget. <br /> <br /> Ms. Muriel Wiggins, a member of the Social Development <br />Commission, stated that the Commission was impressed with the <br />quality of sociallprogram proposals recommended to receive <br />CDBG funds. <br /> <br /> Mr. Toscano stated that he would like to see the Social <br />Development Commission develop criteria to assess whether <br />programs are effective. <br /> <br /> As there were no further speakers the public hearing was <br />closed. <br /> <br /> Responding to a question from Ms. Slaughter, Ms. Neli <br />Coleman, Grants Administrator in the Department of Community <br />Development, stated that certain drainage projects and the <br />passage to Westhaven were not recommended to be funded by the <br />CDBG Task Force. <br /> <br /> Responding to a question from Mr. Toscano, Ms. Coleman <br />stated that the 10th and Page Street Task Force wanted to see <br />what the results of the lights already added were before <br />adding more security lighting. <br /> <br />PUBLIC HEARING: CREATION OF SPECIAL ASSESSMENT DISTRICT FOR <br />3RD STREET, S.E. IMPROVEMENTS <br /> <br /> Mr. Satyendra Huja, Director of Community Development, <br />stated that a concept has been adopted for 3rd Street <br />improvements and 50% of the cost is proposed to be borne <br />by the adjacent property owners. Mr. Huja explained that in <br />order to assess the property owners an assessment district <br />must be created. <br /> <br />The public hearing was opened. <br /> <br /> Ms. Katherine Holl±field, co-owner of the Yarn Shop at <br />113 3rd Street, S.E., expressed concern about the amount of <br />money proposed to be spent on improvements on 3rd Street and <br />noted that business has already been lost due to construction <br />of the parking garage. Ms. Hollifield requested that the <br />project be reworked to provide safe pedestrian passage and <br />reduce the cost of the improvements. <br /> <br /> Mr. Michael Williams, owner of Williams Corner Bookstore, <br />expressed problems with the project, especially with the <br />proposed materials and amenities and felt that it was more <br />expensive than it needed to be and the tree maintenance will <br />be an ongoing City expense. Mr. Williams stated that he <br />expected to pay for a reasonable share of the costs but felt <br /> <br /> <br />
