221 <br /> <br />Parks and Recreation. <br /> <br /> Mr. Vandever expressed concern about the proposed title <br />and stated that he did not understand the proposed division of <br />labor within the City Manager's office. Mr. Hendrix stated <br />that he would providelCouncil with information about the <br />structure and division of labor in the City Manager's office. <br /> <br /> Mr. John Conover, Chairman of the Parks Advisory <br />Committee, stated that the Department of Parks and Recreation <br />has undergone many changes in the last two to three years and <br />felt that existing parks need to be adequately maintained <br />and that objective criteria for capital expenditures in the <br />parks ~hould be developed. Mr. Conover stated that the <br />Committee is beginning to discuss phase II of McIntire Park <br />improvements. <br /> <br /> Mr. Toscano questioned whether the Parks Committee has <br />discussed the issue of consolidating City and County parks and <br />Mr. Conover replied that the Committee has not discussed this <br />issue and was not sure the Committee was the appropriate group <br />to hold such a discussion. <br /> <br /> Mr. Conover noted that the Parks Committee also <br />recommended that school facilities be considered part of the <br />City's park system. <br /> <br /> Ms. Slaughter stated that the City Market vendors would <br />like funding for a permanent location to be included in the <br />capital project fund. <br /> <br /> Ms. Daugherty stated that she was glad to see low income <br />children encouraged to'be part of the City's swimming and <br />tennis programs. <br /> <br /> Mr. O'Connell stated that improvements to Tonsler Park <br />are being designed. <br /> <br /> ~T~e, ~eeting was adjourned. <br />President <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Monday, March <br />28, 1994 AT following Housing Authority meeting which begins <br />at 7:30 p.m. IN THE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Budget Work Session <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeann~/Cq~ (signed) <br /> <br />BASEMENT CONFERENCE ROOM - March 28, 1994 <br /> <br /> Council met in special session on this date with the <br />following members present: Ms. Daugherty, Rev. Edwards, Ms. <br />Slaughter, Mr. ToScano, Mr. Vandever. <br /> <br /> Mr. Vandever stated that he did not favor spending all of <br />the 94/95 cigarette tax money for ongoing expenses. <br /> <br /> Following a discussion of the proposed alternative school <br />and other school initiatives, CQuncil tentatively approved <br />setting aside $425,000 to include educational initiatives and <br />unallocated reserve funds. <br /> <br /> Council tentatively approved increasing funding to JAUNT <br />by $54,054 which would increase the fare from $1.00 to $1.20. <br /> <br /> <br />
