224 <br /> <br />ways to show what goals are when additional people are added. <br />Ms. Slaughter recommended that adding more personnel be <br />discussed during the course of the next year. <br /> <br /> Mr. Toscano stated that he continued to be interested in <br />lobbying the state to allow localities to keep funds that are <br />saved as a result of evaluating social service clients. <br /> <br /> Council agreed to provide the ~711 for increased Virginia <br />Municipal League dues. <br /> <br /> Additional funding for the Health Department was <br />discussed and Ms. Slaughter stated that she was not clear what <br />cuts would come as a result of level funding and questioned <br />whether the Health Department could charge a fee for <br />restaurant inspections or other services. <br /> <br /> It was the consensus of Council to maintain the existing <br /> tax rates and Ms. Slaughter stated that she felt if there was <br /> any hope of consolidation between the City and County the <br /> taxes needed to be more in line with each other. <br /> With regard to solid waste issues Council agreed to the <br /> following: the proposed annual trash sticker; co-collection <br /> of trash and recyclables to be collected by the City; <br /> privatization of dumpster service if at the current rate or <br /> less; maintain the existing trash sticker prices and change <br /> the small bag size to 13 gallons. <br /> <br /> Council approved the performance based pay proposal and <br /> agreed that County residents should be charged for the summer <br /> playground program. <br /> <br /> Mr. Hendrix noted that sufficient funds are in the <br /> Housing Authority's Vinegar Hill account to pay the final <br /> $220,000 payment for the hotel restructuring which would allow <br /> the ~220,000 in the budget to go toward reducing the debt <br /> service, but added that a decision is not necessary at this <br /> time on the matter. <br /> <br /> Th~ng was adjourned. <br />Pres~e~nt <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Thursday, <br />March 31, 1994 AT 6:45 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> Budget Work Session <br />BY ORDER OF THE MAYOR BY Jeanne Cox [s~gned) <br /> <br /> SECOND FLOOR CONFERENCE ROOM - March 31, 1994 <br /> <br /> Council met in special session on this date with the <br />following members present: Ms. Daugherty, Rev.
