245 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Monday, April <br />18, 1994 AT 6:30 p.m. IN THE Second Floor Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> City Manager briefing and executive session as provided <br /> by Section 2.1-344(a) of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox (signed) <br /> <br /> SECOND FLOOR CONFERENCE ROOM - April 18, 1994 <br /> <br /> Council met in special session on this date with the <br />following members present: Ms. Daugherty, Rev. Edwards, Ms. <br />Slaughter, Mr. Toscano, Mr. Vandever <br /> <br /> Dates for work sessions on the following were scheduled: <br />May 9 - use of cigarette tax revenue collected in FY 93/94 and <br />two-waying of Water Street; May 17 - utility rates. <br /> <br /> Mr. Hendrix discussed staff changestin the City Manager's <br />office. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Toscano, <br />Council unanimously voted to meet in executive session for the <br />purpose of considering the acquisition or use of real property <br />for public purpose, or the disposition of publicly held <br />property, more specifically described as two matters involving <br />property on the downtown mall, and for the purpose of <br />consultation with legal counsel concerning matters pertaining <br />to actual or probable litigation or other matters requiring <br />legal advice, more specifically described as workers <br />compensation claim settlement, as authorized by Section <br />2.1-344(a)(3) and (7) of the Virginia Code. <br /> <br />COUNCIL CHAMBER - April 18, 1994 <br /> <br /> Council reconvened in regular session with the following <br />members present: Ms. Daugherty, Rev. Edwards, Ms. Slaughter, <br />Mr. Toscano, Mr. Vandever. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Slaughter, <br />Council unanimously certified that, to the best of each <br />member's knowledge (i) only public business matters lawfully <br />exempted from open meeting requirements by Virginia law were <br />discussed in the executive meeting to which this certification <br />resolution applies, and (ii) only such public business matters <br />as were identified in the motion convening the executive <br />meeting were heard, discussed or considered by the Council. <br /> <br />PUBLIC <br /> <br /> Mr. Vandever presented awards to the following winners of <br />the Drug Awareness Program Poster Contest, sponsored by the <br />Department of Parks and Recreation: Terry Godfrey, Derrick <br />Rush, Adrian Johnson, Erin Scott, Percy Burton, and Adam <br />Noakes. Mr. Vandever also presented an award to Jerold Barnes <br />for helping with the competition. <br /> <br /> Mr. Bill Harris~ 485 14th Street and a member of the <br />Planning Commission, stated that he felt important unanswered <br />questions remain about the design of the West Main Street <br />replacement bridge and felt the proposed bridge could have a <br />negative impact on adjacent businesses and the predominantly <br />African American neighborhood. Mr. Harris also expressed <br />concern that funding for the West Main Street community <br />liaison position has not been approved, noting that if the <br />position was in place many of the issues regarding the bridge <br />would be resolved. Mr. Harris urged Council to 'fund the <br />community liaison. <br /> <br /> <br />
