249 <br /> <br />Charlottesville that the 500 block of Second Street, N.E. is <br />hereby designated as a restricted parking block. <br /> <br /> WHEREAS, residents of the 1600 block of Grady Avenue have <br />requested that City Council designate that portion of the <br />street asa restricted parking block; and <br /> <br /> WHEREAS, in accordance with the permit parking <br />regulations, the City Traffic Engineer has conducted on street <br />parking surveys~and mailednotice to all residents of 'the <br />affected~area that Council will consider designating such area <br />as a restricted parking block~ and <br /> <br /> WHEREAS, the surveys have shown that at least 75% of the <br />total number of on street parking spaces in the proposed <br />restricted parking block were occupied, and at least 50% of <br />the total number of on street parking spaces in that block <br />were occupied by commuter vehicles; and <br /> <br /> WHEREAS, Council has considered: <br /> <br /> (a) the purpose and intent of the permit parking <br /> ordinance and regulations; <br /> <br />(b) <br /> <br />(c) <br /> <br />the alternate means of transportation, if any, <br />to and from the restricted parking blocks being <br />established <br /> <br />the adverse impact that restricting parking in <br />such blocks might have on nearby neighborhoods <br />that do not have permit parking~ and <br /> <br /> (d) the adverse impact that such restrictions may <br /> have on the non-residents of the proposed <br /> restricted parking block and their ability to <br /> find available parking near their place of <br /> work; now~ therefore <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville that the 1600 block of Grady Avenue is hereby <br />designated as a restricted parking block. <br /> <br />RESOLUTIONS: Approving cafe permits for: 1) Cafe Europa <br /> 2) Nowell's <br /> <br /> WHEREAS, Theoni Greka, owner of the Cafe Europa <br />restaurant, has applied to City ~Council for a permit to <br />operate an outdoor cafe in connection with the operation of <br />the duly licensed restaurant at 1331 West Main Street (Cafe <br />Europa)~ and <br /> <br /> WHEREAS, this Council finds that the proposed outdoor <br />cafe can add significantly to successful commerce in the <br />University Corner area, will not unreasonably restrict the <br />movement of pedestrian traffic and will not ~endanger the <br />public health, safety to welfare; now, therefore, <br /> <br /> BE IT RESOLVED that Theoni Greka is hereby granted a <br />permit to operate an outdoor cafe at 1331 West Main Street, <br />subject to the following conditions and terms: <br /> <br /> 1. The permit shall be valid from its adoption until <br />November 30, 1996, for operation of the cafe dUring the <br />months of March through November. Not later than November 30 <br />of each year, the operato= shall remove from public property <br />all furniture and equipment used for such cafe operation. <br /> <br /> 2. The cafe shall be 'operated only in the designated <br />area shown on the attached'~ sketch. No cafe furnishings or <br />equipment shall be permitted to obstruct any fire lane.
