249 Charlottesville that the 500 block of Second Street, N.E. is hereby designated as a restricted parking block. WHEREAS, residents of the 1600 block of Grady Avenue have requested that City Council designate that portion of the street asa restricted parking block; and WHEREAS, in accordance with the permit parking regulations, the City Traffic Engineer has conducted on street parking surveys~and mailednotice to all residents of 'the affected~area that Council will consider designating such area as a restricted parking block~ and WHEREAS, the surveys have shown that at least 75% of the total number of on street parking spaces in the proposed restricted parking block were occupied, and at least 50% of the total number of on street parking spaces in that block were occupied by commuter vehicles; and WHEREAS, Council has considered: (a) the purpose and intent of the permit parking ordinance and regulations; (b) (c) the alternate means of transportation, if any, to and from the restricted parking blocks being established the adverse impact that restricting parking in such blocks might have on nearby neighborhoods that do not have permit parking~ and (d) the adverse impact that such restrictions may have on the non-residents of the proposed restricted parking block and their ability to find available parking near their place of work; now~ therefore BE IT RESOLVED by the Council of the City of Charlottesville that the 1600 block of Grady Avenue is hereby designated as a restricted parking block. RESOLUTIONS: Approving cafe permits for: 1) Cafe Europa 2) Nowell's WHEREAS, Theoni Greka, owner of the Cafe Europa restaurant, has applied to City ~Council for a permit to operate an outdoor cafe in connection with the operation of the duly licensed restaurant at 1331 West Main Street (Cafe Europa)~ and WHEREAS, this Council finds that the proposed outdoor cafe can add significantly to successful commerce in the University Corner area, will not unreasonably restrict the movement of pedestrian traffic and will not ~endanger the public health, safety to welfare; now, therefore, BE IT RESOLVED that Theoni Greka is hereby granted a permit to operate an outdoor cafe at 1331 West Main Street, subject to the following conditions and terms: 1. The permit shall be valid from its adoption until November 30, 1996, for operation of the cafe dUring the months of March through November. Not later than November 30 of each year, the operato= shall remove from public property all furniture and equipment used for such cafe operation. 2. The cafe shall be 'operated only in the designated area shown on the attached'~ sketch. No cafe furnishings or equipment shall be permitted to obstruct any fire lane. The
