265 <br /> <br />$85,000 for vaults on downtown mall, and $75,000 for sidewalks and street in the 10th <br />and Page neighborhood. <br /> <br /> Mr. Hendrix stated that ample funds exist to do more work in the CDBG <br />neighborhoods and he did not think these funds necessarily had to be used for that <br />purpose. <br /> <br /> Council tentatively agreed to provide $325,000 for street repair, $85,000 for vaults <br />on the downtown mall, $10,000 for the Charlottesville Free Clinic, and $200,000 for <br />sidewalk repairs. <br /> <br /> With regard to funding the Families Learning Together program, Ms. Slaughter <br />stated that she fek there needed to be further discussion on the matter and Rev~ Edwards <br />stated that he thought it was inappropriate for Council to make decisions on school <br />programs, especially if the Families Learning Together program was not one of the School <br />Board's priorities. <br /> <br /> Mr. Toscano stated that while he was impressed with the Families Learning <br />Together program, he was concerned about making a decision outside of the budget <br />process. Mr. Toscano stated that if the School Board wants to request that Council fund <br />the program then Council could decide if funding for it will be provided off-cycle. <br /> <br /> It was agreed that the Families Learning Together program would be discussed <br />with the School Board. <br /> <br /> Ms. Daugherty and Rev. Edwards stated that they supported the concept of an <br />employee bonus. <br /> <br /> Mr. Toscano questioned what the rationale was for granting across-the-board <br />bonuses rather than bonuses for outstanding effort. <br /> <br /> Mr. Hendrix stated that the City has made a major shift this year to awarding <br />strictly pay-for-performance increases and the change has been fairly traumatic to some <br />employees and awarding a bonus would be a way to make the transition. <br /> <br /> MS. Daugherty stated that she saw the bonus as a reward for a hard session of <br />reorganizing. <br /> <br /> Ms. Slaughter stated that she did not think granting across-the-board bonuses <br />accomplished the goal of rewarding employees, but Mr. Gary O'Connell, Deputy City <br />Manager, stated that he felt the bonus would value the work of all employees whether <br />other increases are individually-based. <br /> <br /> Rev.
