275 <br /> <br /> On motion by Ms. Daugherty, seconded by Ms. Slaughter Council approved the <br />resolution requesting the Virginia Department of Transportation to establish the West <br />Main Street bridge as an urban system highway project was approved, with Rev. Edwards <br />absent for the vote. <br /> <br /> WHEREAS, in accordance with Virginia Department of Transportation <br />construction allocation procedures, it is necessary that a request by Council resolution be <br />made in order that the Department program an urban highway project in the City of <br />Charlottesville, Virginia; <br /> <br /> NOW, TItEREFORE, BE IT RESOLVED that the City Council of the City of <br />Charlottesville, Virginia, requests the Virginia Department of Transportation to establish <br />an urban system highway project for the improvement of the West Main Street bridge in <br />the City of Charlottesville, a distance of approximately 126 feet (750 feet project <br />distance). <br /> <br /> BE IT FURTHER RESOLVED, that the council of the City of Charlottesville <br />hereby agrees to pay its share of the total cost for preliminary engineering, right of way <br />and construction of this project in accordance with Section 33.1-44 of the Code of <br />Virginia, and that, if the City of Charlottesville subsequently elects to cancel this project, <br />the City hereby agrees to reimburse the Virginia Department of Transportation for the <br />total amount of the costs expended by the Department through the date the Department is <br />notified of such cancellation. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Daugherty, the Urban Design <br />Committee and Mr. Maurice Cox were designated as the design team for the West Main <br />Street bridge, with. Rev. Edwards absent for the vote. <br /> <br />.RESOLUTION: AMENDING SPECIAL PERMIT FOR COVENANT SCHOOL <br /> <br /> Mr. Huja stated that the Planning Commission recommended approval of the <br />special permit for the following reasons: 1) The proposal is in contbrmity with the Land <br />Use Plan of the Comprehensive Plan and 2) The proposal, if conditions are met, will not <br />have any significant adverse impacts on the surrounding neighborhoods. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Daugherty, the resolution amending <br />the special permit for Covenant School was approved, with Rev. Edwards absent. <br /> <br /> WItEREAS, the Covenant School, owner of the property located at 1000 <br />Birdwood Road, has requested amendment of the special use permit originally granted by <br />City Council on May 20, 1985, and amended November 3, 1986, May 4, 1987, August <br />14, 1987 and July 6, 1993 (copies attached), to allow for the expansion of the existing <br />private school to include grades kindergarten through eleventh grade, without change in <br />the enrollment cap of 450 students. This amendment would also include the addition of <br />five temporary classrooms in the building courtyard for two (2) years. This property is <br />further identified as Parcels 7 and 7.1 on City Real Property Tax Map 45, having <br />approximately 430 feet of frontage on the 250 By-Pass, 536 feet of frontage on Birdwood <br />Road, 600 feet of frontage on Hillcrest Road, 600 feet of frontage on Edge Hill Road, and <br />containing approximately 316,816 square feet of land or 7.27 acres; <br /> <br /> WHEREAS, following a joint public heating before this Council and the Planning <br />Commission, duly advertised and held on May 10, 1994, this Council finds that such use <br />will conform to the criteria applicable to special permits generally under Chapter 34 of the <br />City Code; now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that the <br />special use permit granted on May 20, 1985, and amended November 3, 1986, May 4, <br />1987, August 14, 1987 and July 6, 1993 for the Covenant School at 1000 Birdwood Road <br />is hereby amended to allow for the expansion of the existing private school to include <br />grades kindergarten through eleventh gq-ade. Maximum enrolhnent at the school shall <br />remain at 450 students. <br /> <br /> <br />
