283 <br /> <br />Agreement between City and Crestar Bank to provide all <br />banking services for the City for the period July 1, 1994 <br />to July 30, 1997. <br /> <br /> A copy of such document, which is attached hereto in draft form, shall be kept on <br />file in the Treasurer's office. <br /> <br />ORDINANCE: "AN ORDINANCE AMENDING AND REORDAINING <br />SECTIONS 26-61 AND 26-64 OF THE CHARLOTTESVILLE CITY CODE, <br />t 990, AS AMENDED, ADDING THE OPTION OF PURCHASING AN <br />ANNUAL REFUSE COLLECTION STICKER" (carried over) <br /> <br />P~SENTATION: CITIZENS ADVISORY COMMISSION FOR EFFICIENT <br />GOVERNMENT <br /> <br /> Mr. Hovey Dabney, Chairman of the Citizens Advisor), Commission for Efficient <br />Government, expressed appreciation to members of the Commission for their hard work. <br />Mr. Dabney stated that the Commission had begun with a broad charge from City Council <br />and once they began meeting, developed the following mission statement: "The <br />Conmfission's mission shall be to advise and to make recommendations to Charlottesville City <br />Council regarding the efficient provision of services and programs and the mans for financing <br />governmental operations. In fulfilling its mission, the Commission shall address: the <br />organizational structure of City government; the effective provision of services and programs; <br />criteria and priorities for maintaining existing programs and services and the approval of new <br />ones; opportunities to lower the cost of government through partnerships with other <br />governments and/or with private enterprise; and alternatives for meeting projected financing <br />needs. The Commission then divided into three groups to study and report on: 1) <br />Short-term Budget Shortfall; 2) Reinventing Government; and 3) Long-Term Planning. <br /> <br /> Mr. Harold Morris, Chairman of the Short-term Budget Shortfall Committee, <br />presented the Committee's report which made recommendations regarding balancing of the <br />FY 94/95 budget, noting that many of the recommendation had been incorporated in the <br />approved budget. <br /> <br /> Mr. Don Borwhat, Chairman of the Reinventing Government Committee, presented <br />the Committee's report, which made recommendations including: development of a mission <br />statement defining the role of city government; appointment of a committee to review the <br />school system; continued efforts to increase efficiencies; review effectiveness and associated <br />costs of Council-appointed boards; explore consolidation of financially-oriented <br />constitutional offices; purchase consolidated purchasing plans; explore vehicles and <br />equipment use and cost; and specific recommendations regarding certain City departments. <br /> <br /> Mr. A1 Clements, Chairman of the Long-Term Planning Committee, presented the <br />Committee's report which recommended: development of a Charlottesville-Albemarle area <br />long-term strategic plan; consolidation of City-County services in some form in the <br />long-term best interests of the City, County and the University; and exploration of town <br />reversion in the absence of a voluntary agreement to consider consolidation. <br /> <br /> Mr. Dabney asked that Council consider the Commission's recommendations carefully <br />and stressed that the need and desire for improvement and the efficient operation of <br />government should be included as part of the mission for all City employees. <br /> <br /> Mr. Vandever thanked the Commission members for their enormous commitment of <br />time and energy. <br /> <br /> It was agreed that two ~vork sessions would be held with Commission members <br />concerning the Reinventing Government report and the Long-Term Planning Report. <br /> <br /> <br />
