Council reconvened in open session and, on motion by Mr. <br />Vandever, seconded by Mr. Toscano, unanimously certified <br />that, to the best of each member's knowledge, (i) only public <br />business matters lawfully exempted from open meeting <br />requirements by Virginia law were discussed in the executive <br />meeting to which this certification resolution applies, and <br />(ii) only such public business matters as were identified in <br />the motion convening the executive meeting were heard, <br />discussed or considered bY the Council. <br /> <br />COUNCIL CHAMBER - October 21, 1991 <br /> <br /> Council met in regular session on this date with the <br />following members present: Rev. Edwards, Ms. Slaughter, Mr. <br />Toscano, Mr. Vandever, Ms. Waters. <br /> <br />MINUTES <br /> <br /> On motion by Mr. Vandever, seconded by Ms. Waters, the <br />minutes of the September 8th and 9th meeting were unanimously <br />approved as amended by Ms. Waters. <br /> <br /> On motion by Mr. Vandever, seconded by Ms. Waters, the <br />minutes of the September 16th meeting were unanimously <br />approved as presented. <br /> <br /> On motion by Mr. Vandever, seconded by Ms. Waters, the <br />minutes of the September 18th meeting were unanimously <br />approved as presented. <br /> <br /> On motion by Mr. Vandever, seconded by Ms. Waters, the <br />minutes of the September 30th meeting were unanimously <br />approved as presented. <br /> <br /> On motion by Mr. Vandever, seconded by Ms. Waters, the <br />minutes of the October 14th meeting were approved as <br />presented, with Ms. Slaughter abstaining. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />PRESENTATION: RECOGNIZING CITY RETIREES <br /> <br /> Mr. Hendrix stated that he would like to take this <br />opportunity to publicly thank the 58 retirees, with 1,525 <br />years of combined services, who have taken or who will take <br />advantage of the City's one time early retirement option. <br /> <br /> On motion by Ms. Waters, seconded by Mr. Toscano, <br />Council unanimously adopted the resolution expressing <br />appreciation to the retirees. <br /> <br /> WHEREAS, September 30, 1991, was the deadline for <br />election under the City's "one-time" optional early <br />retirement program; and <br /> <br /> WHEREAS, as a result of that program, the City has now <br />lost the services of fifty-eight (58) of its most experienced <br />employees; and <br /> <br /> WHEREAS, among these fifty-eight employees there is an <br />aggregate of one thousand five hundred twenty-five (1,525) <br />years of employee service for the City~ and <br /> <br /> WHEREAS, this group of employees, because of its <br />extraordinary amount of dedicated and loyal service and <br />resulting experience, represents one of the most valued <br />assets from which the City and our community have benefited <br />during a very large portion of this century~ <br /> <br /> NOW, THEREFORE, we, the City Council of the City of <br />Charlottesville, do hereby thank this group of long-time <br /> <br /> <br />
