Council reconvened in open session and, on motion by Mr. Vandever, seconded by Mr. Toscano, unanimously certified that, to the best of each member's knowledge, (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the executive meeting to which this certification resolution applies, and (ii) only such public business matters as were identified in the motion convening the executive meeting were heard, discussed or considered bY the Council. COUNCIL CHAMBER - October 21, 1991 Council met in regular session on this date with the following members present: Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever, Ms. Waters. MINUTES On motion by Mr. Vandever, seconded by Ms. Waters, the minutes of the September 8th and 9th meeting were unanimously approved as amended by Ms. Waters. On motion by Mr. Vandever, seconded by Ms. Waters, the minutes of the September 16th meeting were unanimously approved as presented. On motion by Mr. Vandever, seconded by Ms. Waters, the minutes of the September 18th meeting were unanimously approved as presented. On motion by Mr. Vandever, seconded by Ms. Waters, the minutes of the September 30th meeting were unanimously approved as presented. On motion by Mr. Vandever, seconded by Ms. Waters, the minutes of the October 14th meeting were approved as presented, with Ms. Slaughter abstaining. PUBLIC There were no matters by the public. PRESENTATION: RECOGNIZING CITY RETIREES Mr. Hendrix stated that he would like to take this opportunity to publicly thank the 58 retirees, with 1,525 years of combined services, who have taken or who will take advantage of the City's one time early retirement option. On motion by Ms. Waters, seconded by Mr. Toscano, Council unanimously adopted the resolution expressing appreciation to the retirees. WHEREAS, September 30, 1991, was the deadline for election under the City's "one-time" optional early retirement program; and WHEREAS, as a result of that program, the City has now lost the services of fifty-eight (58) of its most experienced employees; and WHEREAS, among these fifty-eight employees there is an aggregate of one thousand five hundred twenty-five (1,525) years of employee service for the City~ and WHEREAS, this group of employees, because of its extraordinary amount of dedicated and loyal service and resulting experience, represents one of the most valued assets from which the City and our community have benefited during a very large portion of this century~ NOW, THEREFORE, we, the City Council of the City of Charlottesville, do hereby thank this group of long-time
