16 <br /> <br /> Ms. Mary Kay Williams, presented a petition with 200 <br />signatures favoring use of the old McIntire Library building <br />for the Senior Lunch Program operated by the Jefferson Area <br />Board for Aging (JABA), noting that the program has operated <br />in several sites and the current location at the Carver <br />Recreation Center is inadequate. <br /> <br /> Ms. Ann McFadden, an employee of JABA who works with the <br />Nutrition Program, requested that the Nutrition Program be <br />allowed to use the old McIntire Library building and added <br />that she felt the Nutrition Program participants have been <br />treated as second class citizens by the City. <br /> <br /> Mr. Lester Hansfield, Chairman of the JABA Advisory <br />Council, stated that he felt the old McIntire Library <br />building would be an ideal location for the Nutrition Program <br />participants since they are all City residents and since the <br />participants have indicated they would not be comfortable <br />moving the program to the new Senior Center building. <br /> <br /> Ms. Josephine Maupin, a participant in the Nutrition <br />Program, stated that participants in the program deserve <br />better than they currently have at the Carver Center and need <br />a place they can call their own. <br /> <br /> Ms. Katherine Bell, a participant in the Nutrition <br />Program~ stated that more office space and more sanitary <br />conditions are needed for the program. <br /> <br /> Ms. Melinda Frierson, Executive Director of the <br />Albemarle County Historical Society, stated that the Society <br />has had an interest in the Old McIntire Library building <br />since the last 1960's, adding that it was felt to be an <br />excellent historical center for the community. Ms. Frierson <br />stated that the Society proposed to unite the historical <br />library currently housed in the main library building with <br />all other activities of the Society. Ms. Frierson stated <br />that she agreed with staff's recommendation to form a <br />committee to study the best use of the old McIntire Library <br />building. <br /> <br /> Ms. Slaughter stated that she felt there were two issues <br />for Council to consider: 1) a permanent site for the Senior <br />Nutrition Program and 2) the best use for the old McIntire <br />Library building. <br /> <br /> Ms. Waters stated that she felt it would be helpful to <br />know the cost of operating the Nutrition Program at the <br />Carver Center which could potentially be put into a different <br />site. Ms. Waters stated that she agreed with staff's <br />proposal but felt that more time should be put into <br />developing a charge for the committee. Ms. Waters added that <br />she felt it would be important to have committee members with <br />more general interests than a specific interest in the <br />building~ <br /> <br /> Mr. Toscano stated that he felt the building should <br />remain a public building because of its historical <br />significance and therefore would not favor selling the <br />property; he thought programs should be operated in the <br />building which are as open to the public as possible; and he <br />would support multi-generational use of the building. Mr. <br />Toscano stated that he would like to see a definite time line <br />developed for proposals to be brought forward and that the <br />proposals might include whether organizations could <br />financially help with renovations to the building. <br /> <br /> Mr. Vandever indicated support of Mr. Toscano's <br />statement. <br /> <br /> Ms. Waters stated that she thought the building should <br />be a public use building but she would be open to public/ <br />private options and that while a multi-generational use might <br /> <br /> <br />
