Mr. <br />Snare, a graduate student at the University of Virginia, <br />explained that the Center for Survey Research at the <br />University conducted a poll of 739 adults, with the following <br />results: there was broad based support for recycling; 69% of <br />those polled supported higher taxes or fees to encourage <br />recycling~ and two thirds replied that they currently <br />regularly recycle. <br /> <br /> Mr. Charles Moore, 303 Farm Lane, stated that he did not <br />support a fee or a tax increases as low and middle income <br />people will be impacted. Mr. Moore stated that he would like <br />Council to show more concern for property owners. <br /> <br /> Mr. Roger Peraldo, 709 Village Road, encouraged Council <br />not to lower the tax rate or to add a fee and would prefer <br />that taxes be raised which he could deduct from income taxes. <br /> <br /> Ms. Angela Glomm, President of Charlottesville- <br />Albemarle Recycle Together (CART), stated that the CART Board <br />supported a volume based user fee for 100% of the cost of <br />solid waste. Ms. Glomm recommended that the program be <br />subsidized in amounts equivalent to other subsidy programs <br />offered by the City. <br /> <br /> Ms. Frances Purut, representing the Piedmont Group of <br />the Sierra Club, stated that the Sierra Club supported 100% <br />volume based fees, with the fee reduced for places without <br />open space for composting. <br /> <br /> Mr. Jeff Heron of Westwood Road, supported volume based <br />fees, noting that he is a renter and feels that ultimately <br />the tax reduction will be passed on as savings to renters. <br /> <br /> As there was no further speakers the public hearing was <br />closed. <br /> <br /> Ms. Slaughter expressed concern about the real cost of <br />enforcement and asked what the experience of other <br />communities had been. <br /> <br /> Ms. Ingels stated that she has spoken to officials in <br />many localities and most with a stiCker or bag system have <br />indicated that there were initial problems the first few <br />months until the public understood the system but there did <br />appear to be continued problems with illegal use of <br />dumpsters. <br /> <br /> Mr. Gouldman stated that the City Code currently <br />includes penalties for illegal dumping of trash and illegal <br />use of dumpsters. <br /> <br /> Ms. Waters raised questions about the disposal of yard <br />waste and questioned what the status was of plans for a <br />composting landfill. <br /> <br /> Ms. Judith Mueller, Director of Public Works, explained <br />that the State is finalizing regulations for composting <br />facilities and the Rivanna Solid Waste Authority has <br />preliminary plans to build such a facility in 1993. <br /> <br /> Mr. Gouldman stated that he will prepare a draft <br />ordinance on solid waste fees for Council's consideration at <br />the next meeting. <br /> <br />PUBLIC HEARING: AUTHORIZING ISSUANCE OF $7 MILLION GENERAL <br />OBLIGATION PUBLIC IMPROVEMENT BONDS <br /> <br /> Ms. Rita Scott, Director of Finance, stated that the $7 <br />million in bonds were proposed to fund the following <br />projects: school renovations (~3,500,000); downtown mall <br />extension ($1,500,000)~ parks and recreation ($400,000); <br />transportation ($650,000); drainage ($350,000)~ and general <br /> <br /> <br />
