21 <br /> <br /> The Comprehensive Housing Affordability Strategy, as <br /> amended, was unanimously approved by Council. <br /> <br />STAFF REPORT: ONCE A WEEK TRASH COLLECTION AND CURBSIDE <br />RECYCLING PROGRAM <br /> <br /> Ms. Mueller reviewed the schedule for going to once a <br /> week trash collection and curbside recycling. <br /> <br />ORDINANCE: CURBSIDE RECYCLING <br /> <br /> Mr. Gouldman presented an ordinance adopting provisions <br /> and regulations with regard to the curbside recycling <br /> program. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Waters, the <br /> ordinance entitled "AN ORDINANCE ADDING A NEW ARTICLE <br /> (ARTICLE IV) TO CHAPTER 26 OF THE CODE OF THE CITY OF <br /> CHARLOTTESVILLE, 1990, AS ~ENDED, RELATED TO CURBSIDE <br /> RECYCLING" was offered and carried over to the next meeting <br /> for consideration. <br /> <br />APPROPRIATION: $3~600-GRANT FOR COMMUNITY SUPERVISION PROGRAM <br /> <br /> Mr. Hendrix stated that the $3,600 appropriation was a <br />grant made by the Charlottesville-Albemarle Foundation for <br />the "Teens G.I.V.E." project operated by the Community <br />Attention Program. <br /> <br /> On motion by Ms. Waters; seconded by Mr. Toscano, the <br />$3,600 appropriation for the Community Supervision Program <br />was offered and carried over to the next meeting for <br />consideration. <br /> <br />ORDINANCE: GRANTING MCI FRANCHISE (2nd reading) <br /> <br /> The ordinance entitled "AN ORDINANCE GRANTING A <br />TELECOMMUNICATIONS AGREEMENT TO SOUTHERNNET SYSTEMS, INC., <br />ITS SUCCESSORS AND ASSIGNS, TO USE THE STREETS AND OTHER · <br />PUBLIC PLACES OF THE CITY OF CHARLOTTESVILLE, VIRGINIA, FOR <br />ITS POLES, WIRES, CONDUITS, CABLES AND FIXTURES FOR A PERIOD <br />OF FIVE (5) YEARS, "which was offered at the October 21st <br />meeting, was approved by the following vote. Ayes: Rev. <br />Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever, Ms, <br />Waters. Noes~ None. <br /> <br />ORDINANCE: GRANTING EASEMENT ON CITY PROPERTY OFF 5TH ST., S.W. <br /> <br /> Mr~ Hendrix stated that the ordinance would grant an <br />easement to the Church of Christ, at a cost of $100, to use <br />City property to park two vans, on the condition that the <br />easement can be discontinued should the land be needed by the <br />City. <br /> <br /> On motion by Ms. Waters, seconded by Ms. Slaughter, the <br />ordinance granting an easement on City property off 5th St., <br />S.W. was offered and carried over to the next meeting for <br />consideration. <br /> <br />ORDINANCE: AUTHORIZING EXCHANGE OF PROPERTY ON 4TH ST., N.W. <br /> <br /> Mr. Hendrix explained that the ordinance would authorize <br />the exchange of property of equal value with the adjacent <br />property owner to allow the turning radius to be increased at <br />the entrance of City Yard. <br /> <br /> On motion by Mr. Vandever, seconded by Ms. Waters, the <br />ordinance entitled "AN ORDINANCE TO AUTHORIZE THE EXCHANGE OF <br />TWO PARCELS OF LAND LOCATED NEAR 4TH STREET, NW AND PRESTON <br />AVENUE BY THE CITY AND PETER AND DOUGLAS MACGREGOR" was <br />offered and carried over to the next meeting for <br />consideration. <br /> <br /> <br />
