ORDINANCE: AUTHORIZING QUITCLAIM DEED IN MILL CREEK Mr. Hendrix explained that the ordinance would deed the gas line easements over to the Department of Transportation since VDOT has taken over maintenance of the streets in the Mill Creek subdivision. On motion by Ms. Waters, seconded by Mr. Vandever, the ordinance entitled "AN ORDINANCE TO QUITCLAIM NATURAL GAS LINES LOCATED IN THE MILL CREEK SUBDIVISION TO THE VIRGINIA DEPARTMENT OF TRANSPORTATION" was offered and carried over to the next meeting for consideration. PUBLIC There were no matters by the public. OTHER BUSINESS On motion by Ms. Slaughter, seconded by Ms. Waters, Council unanimously voted to meet in executive session to discuss the acquisition or use of real property for public purpose, or the disposition of publicly held property as authorized by Section 2.1-344(a)(3) of the Virginia Freedom of Information Act, more specifically described as the proposed Water Street parking garage. Council reconvened in open session and, on motion by Ms. Slaughter, seconded by Ms. Waters, unanimously certified that, to the best of each member's knowledge, (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the executive meeting to which this certification resolution applies, and (ii) only such public business matters as were identified in the motion convening the executive meeting were heard, discussed or considered by the Council. me~adjourned. President COUNCIL CHAMBER - November 18, 1991 Council met in regular session on this date with the following members present: Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever, Ms. Waters. MINUTES On motion by Ms. Slaughter, seconded by Ms. Waters, the minutes of the October 30th meeting were approved as corrected, with Ms. Slaughter abstaining. On motion by Ms. Waters, seconded by Mr. Vandever, the minutes of the November 4th meeting were unanimously approved as amended. PUBLIC Ms. Marie Hyatt of 2430 Arlington Blvd, requested that the Mayor proclaim November as Alzheimer's Disease Month. Mr. Andre Morgan, President of the University of Virginia Student Council requested that Council endorse the establishment of a Community Relations Board to improve community/University relations. Ms. Waters expressed the following concerns about establishing a Community Relations Board: 1) adding another standing committee to the Mayor and Council's responsibilities; and 2) the possibility of complications arising out of having a direct formal relationship with both University students and the administration on certain sensitive issues.
