ORDINANCE: AUTHORIZING QUITCLAIM DEED IN MILL CREEK <br /> <br /> Mr. Hendrix explained that the ordinance would deed the <br />gas line easements over to the Department of Transportation <br />since VDOT has taken over maintenance of the streets in the <br />Mill Creek subdivision. <br /> <br /> On motion by Ms. Waters, seconded by Mr. Vandever, the <br />ordinance entitled "AN ORDINANCE TO QUITCLAIM NATURAL GAS <br />LINES LOCATED IN THE MILL CREEK SUBDIVISION TO THE VIRGINIA <br />DEPARTMENT OF TRANSPORTATION" was offered and carried over to <br />the next meeting for consideration. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Waters, <br />Council unanimously voted to meet in executive session to <br />discuss the acquisition or use of real property for public <br />purpose, or the disposition of publicly held property as <br />authorized by Section 2.1-344(a)(3) of the Virginia Freedom <br />of Information Act, more specifically described as the <br />proposed Water Street parking garage. <br /> <br /> Council reconvened in open session and, on motion by Ms. <br />Slaughter, seconded by Ms. Waters, unanimously certified <br />that, to the best of each member's knowledge, (i) only public <br />business matters lawfully exempted from open meeting <br />requirements by Virginia law were discussed in the executive <br />meeting to which this certification resolution applies, and <br />(ii) only such public business matters as were identified in <br />the motion convening the executive meeting were heard, <br />discussed or considered by the Council. <br /> <br /> <br />me~adjourned. <br />President <br /> <br />COUNCIL CHAMBER - November 18, 1991 <br /> <br /> Council met in regular session on this date with the <br />following members present: Rev. Edwards, Ms. Slaughter, Mr. <br />Toscano, Mr. Vandever, Ms. Waters. <br /> <br />MINUTES <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Waters, the <br />minutes of the October 30th meeting were approved as <br />corrected, with Ms. Slaughter abstaining. <br /> <br /> On motion by Ms. Waters, seconded by Mr. Vandever, the <br />minutes of the November 4th meeting were unanimously approved <br />as amended. <br /> <br />PUBLIC <br /> <br /> Ms. Marie Hyatt of 2430 Arlington Blvd, requested that <br />the Mayor proclaim November as Alzheimer's Disease Month. <br /> <br /> Mr. Andre Morgan, President of the University of <br />Virginia Student Council requested that Council endorse the <br />establishment of a Community Relations Board to improve <br />community/University relations. <br /> <br /> Ms. Waters expressed the following concerns about <br />establishing a Community Relations Board: 1) adding another <br />standing committee to the Mayor and Council's responsibilities; <br />and 2) the possibility of complications arising out of having <br />a direct formal relationship with both University students <br />and the administration on certain sensitive issues. <br /> <br /> <br />
