Mr. Toscano questioned the status of a polystyrene ban <br />bill and stated that he would like to indicate support of <br />such a bill) endorsed returning funds to the Virginia Housing <br />Partnership Fund; supported increased state funding for <br />education, but opposed redistribution of existing funds to <br />remedy disparity among localities; supported increased <br />funding for social services~ and expressed concern about <br />supporting any proposal which included local options for <br />increasing the sales tax. <br /> <br /> Mr. Hendrix recommended that the legislative package <br />support those efforts to provide additional funds for <br />education in Charlottesville. <br /> <br /> Ms. Waters stated that while she would not support a <br />local option to increase the sales tax in Charlottesville, <br />she did not favor opposing giving that option to other <br />localities who want the option. Ms..Waters made a motion to <br />give top priority in the legislative package to: funding for <br />education and social services and opposing the transportation <br />funding proposal, with support indicated for funding for <br />housing. <br /> <br />Mr. Toscano seconded the motion. <br /> <br /> Ms. Slaughter expressed interest in including waste <br />management and the bottle bill, Ms. Waters accepted the <br />amendment and the legislative package, as amended, was <br />unanimously approved by Council. <br /> <br /> Mr. Gouldman recommended that Council re-endorse the <br />legislative goals and policy section of the previous year's <br />legislative package. <br /> <br /> On motion by Ms. Waters; seconded by Mr. Vandever, the <br />legislative goals and policy section of the previous year's <br />legislative package was unanimously endorsed. <br /> <br /> Mr. Gouldman stated that he would circulate a draft of <br />the legislative package to Councilors prior to forwarding it <br />to the City's representatives in the General Assembly. <br /> <br /> Mr. Hendrix presented the Virginia Municipal League's <br />legislative package and described it as a compromise program. <br /> <br /> Ms. Waters made a motion to adopt the VML legislative <br />program with the understanding that Council does not <br />necessarily strongly support all of the issues supported by <br />the VML. <br /> <br /> Ms. Slaughter seconded the motion and the VML <br />legislative program was unanimously approved. <br /> <br />Due to illness, Rev. Edwards left the meeting. <br /> <br />STAFF REPORT: DRAINAGE REPORT <br /> <br /> Mr. Bruce McNabb, Assistant Director of Public Works, <br />requested direction from Council on a number of issues <br />regarding the City's drainage policy. <br /> <br /> Ms. Slaughter queStioned the role of the Planning <br />Commission in the drainage issue and Ms. Waters replied that <br />the Commission had helped developed the criteria and policy. <br /> <br /> It was agreed that a work session would be helpful to <br /> discuss the drainage policy and any appropriate issues would <br /> be passed on to the Planning Commission. <br /> <br />STAFF REPORT: STREET CLOSING POLICY <br /> <br /> Mr. Chapman stated that the City's current street <br />closing policy is to divide the property equally among <br /> <br /> <br />
