37 <br /> <br />report is made of illegal dumping. <br /> <br /> Mr. Toscano questioned.who determines the number of <br />times trash is collected from dumpsters and Ms. Mueller <br />replied that the owner of the property subscribes on a <br />monthly basis. <br /> <br /> Mr. Toscano stated that he felt providing a subsidy of <br />six stickers per month might be excessive and felt it would <br />be better to start out providing four. <br /> <br /> Ms. Waters stated that she was comfortable providing six <br />stickers as a subsidy. <br /> <br /> On motion by Ms. Slaughter, seconded by Mr. Toscano, the <br />ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN <br />SECTIONS 26-1, 26-26, 26-27, 26-36, 26-37, AND 26-39 OF <br />CHAPTER 26, TO ADD A NEW SECTION 26-2, AND ADD A NEW ARTICLE <br />(ARTICLE V) TO CHAPTER 26, OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1990, AS AMENDED, ALL RELATED TO REFUSE <br />COLLECTION" was offered and carried over to the next meeting <br />for consideration. <br /> <br />ORDINANCE: CONVEYING PROPERTY ON LANE ROAD TO U. VA. (2nd reading) <br /> <br /> The ordinance entitled "AN ORDINANCE TO AUTHORIZE THE <br />CONVEYANCE OF TWO PARCELS OF LAND ON LANE ROAD TO THE <br />UNIVERSITY OF VIRGINIA," which was offered at the November <br />18th meeting, was approved by the following vote. Ayes: <br />Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever, Ms. <br />Waters. Noes: None. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Rev. Edwards requested information on the State's leave <br />policy which allows time off for employees to volunteer in <br />the schools. <br /> <br /> Rev. Edwards announced that the Council will host a <br />luncheon for the Board of Visitors and Board of Supervisors <br />in January which will be paid for by private funds. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Waters, <br />Council unanimously voted to meet in executive session as <br />authorized by Section 2.1-344 (a)(1) and (3) of the Freedom <br />of Information Act for the purpose of appointing members to <br />various City boards or agencies and for the purpose of <br />considering the acquisition or use of real property for <br />public purpose, or the disposition of publicly held property, <br />and more specifically described as easements running <br />approximately parallel to the Rivanna River. <br /> <br /> Council reconvened in open session and, on motion by Ms. <br />Waters, seconded by Ms. Slaughter, unanimously certified <br />that, to the best of each member's knowledge, (i) only public <br />business matters lawfully exempted from open meeting <br />requirements by Virginia law were discussed in the executive <br />meeting to which this certification resolution applies, and <br />(ii) only such public business matters as were identified in <br />the motion convening the executive meeting were heard, <br />discussed or considered by the Council. <br /> <br />e~ adjourned. <br />Pre.~i(den~ . ~~A,~ _ ~ <br /> Cl~k - <br /> <br /> <br />
