47 <br /> <br />and economic conditions permit, concurrent with <br />remainder of 1985 Charlottesville Area Transporta- <br />tion Study. <br /> <br /> BE IT FURTHER RESOLVED, that a copy of this resolution <br />be transmitted to the Virginia Secretary of Transportation, <br />the Commissioner of Virginia Department of Transportation and <br />the Charlottesville-Albemarle Metropolitan Planning <br />Organization (MPO), requesting the MPO to amend the <br />Charlottesville Area Transportation Study to reflect this <br />resolution's priorities. <br /> <br />ORDINANCE: SOLID WASTE FEES (2nd reading) <br /> <br /> On motion by Ms. Waters, seconded by Mr. Toscano, the <br />ordinance establishing solid waste fees were unanimously <br />amended, as recommended by the City Attorney, to restrict <br />free stickers to one customer per dwelling unit. <br /> <br /> Mr. Toscano questioned whether the ordinance should <br />include language designating that any excess funds collected <br />through the fees be used for solid waste. <br /> <br /> Mr. Hendrix stated that any excess funds would be <br />restricted for solid waste use as part of the accounting and <br />budgetary process and therefore did not need to be made part <br />of the ordinance. <br /> <br /> Mr. Toscano stated that he felt the six free stickers as <br />currently provided in the ordinance was too much of a subsidy <br />and would provide too little of an incentive for people to <br />recycle and reduce the amount of solid waste and recommended <br />that the free stickers be reduced to $4. <br /> <br /> Mr. Hendrix stated that a limited number of stickers <br />could also be provided to qualifying persons for half price. <br /> <br /> Ms. Waters stated that she would agree to reduce the <br />number of free stickers to four, adding that she felt <br />providing free stickers would be simpler than charger half <br />price for them. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Slaughter, <br />the ordinance was unanimously amended to reduce the number of <br />free stickers to qualifying persons to four. <br /> <br /> Mr. Vandever stated that he would vote against the <br />ordinance since he continued to favor taking the entire cost <br />of solid waste out of the tax rate. <br /> <br /> The ordinance entitled "AN ORDINANCE TO AMEND AND <br />REORDAIN SECTIONS 26-1~ 26-26, 26-27, 26-36, 26-37, AND <br />26-39 OF CHAPTER 26, TO ADD A NEW SECTION 26-2, AND ADD A NEW <br />ARTICLE (ARTICLE V) TO CHAPTER 26, OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1990, AS AMENDED, ALL RELATED TO REFUSE <br />COLLECTION," which was offered at the December 2nd meeting <br />and amended above, was approved by the following vote. Ayes: <br />Rev. Edwards, Ms. Slaughter, Mr. Toscano, Ms. Waters. Noes: <br />Mr. Vandever. <br /> <br />OTHER BUSINESS <br /> <br /> Ms. Slaughter questioned whether discussions had been <br />taking place concerning the suggestion that a sports arena be <br />located in the downtown area and added that several citizens <br />had expressed concern about the possibility. <br /> <br /> Mr. Hendrix stated that the idea had been suggested by <br />the University of Virginia President but no study was taking <br />place and the matter had not been discussed with <br />representatives of the City. Mr. Hendrix stated that the <br />issue could be looked at in conjunction with the West Main <br />Street study. <br /> <br /> <br />
