48 Ms. Slaughter stated that she thought the West Main Street study was restricted to studying the possibility of a residential college or other high density residential but Ms. Waters noted that the study was not restricted to considering only these possibilities. Mr. Toscano recommended that the City Manager discuss with UniVersity of virginia officials the fact that the Council is concerned that there is a perception that the City endorses the idea of a sports arena downtown. On motion by Ms. Slaughter, seconded by Ms. Waters, Council unanimously voted to meet in executive session to discuss appointments to boards and commissions as authorized by Section 2.1-344(a)(1) of the Virginia Freedom of Information Act. On motion by Rev. Edwards, seconded by Ms. Slaughter, Council unanimously certified that, to the best of each member's knowledge, (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the executive meeting to which this certification resolution applies, and (ii) only such public business matters as were identified in the motion convening the executive meeting were heard, discussed or considered by the Council. On motion by Ms. Waters, seconded by Mr. Toscano, Mr. William Kehoe was unanimously appointed to a three-year term as the joint City/County appointee on the Charlottesville/Albemarle Airport Commission and the Charlottesville/Albemarle Airport Authority. Edwards, Ms. Slaughter, Mr. Toscano, Ms. Waters. Absent: Mr. Vandever. Mr. Van Yahres stated that he would resubmit a bill which would provide 5% of lottery revenues to localities for education and transportation, felt that initially the Governor will have to address the disparity in education issue, but noted that the issue remains about where to find the funds. Mr. Robb stated that he was more inclined to support the bill providing lottery funds to localities if he was assured it would go for education and felt the disparity issues needed to be addressed by providing new funding formulas.
