50 Ms. Waters suggested that the staff look into the cigarette tax issues and timing, adding that she would prefer to have the funds raised locally. Ms. Slaughter asked whether the legislators would support a bottle bill. Mr. Robb stated that he supported recycling and felt there was a need to promote the sale of recyclables, but opposed a bottle bill as he felt it would be counter productive and not cost effective. Mr. Van Yahres stated that he felt there needed to be a combination of such a bill and recycling, but indicated that he would not support a deposit on aluminum cans since a market exists for them. Ms. Waters stated that she felt in the long run it may be better to reuse bottles rather than melt them down and make new ones. Ms. Waters stated that the fees for solid waste disposal are increasing dramatically and felt there was a need to to develop a dump for stump and yard waste. Mr. Robb stated that he understood there are state-of- the-art incinerators which reduce the amount going to dumps by 85% and which can convert waste to provide power and he was leaning toward favoring that approach. Ms. Waters stated that she felt there were two major problems with incinerators: public concern and the fact that they work against the goal of reducing the waste stream. Mr. Van Yahres stated that he would probably favor a combination of incinerating medical waste, composting and' recycling. PUBLIC Ms. Sandy Snook, President of the League of Women Voters, presented Council with reports on trash and traffic. Mr. Tom Hill of 1204 Rugby Road, stated that staff have not answered the following questions he has previously raised: 1) why are gas rates so high and climbing, 2) why is the City paying more for gas this year than last, and 3) how does it save money to expand into the County. Mr. Hill stated that both the NUI Corporation and Stone and Webster Management are waiting to bid on managing the City's gas program. Rev. Edwards stated that he felt Mr. Hill's questions have been answered.
