50 <br /> <br /> Ms. Waters suggested that the staff look into the <br />cigarette tax issues and timing, adding that she would prefer <br />to have the funds raised locally. <br /> <br /> Ms. Slaughter asked whether the legislators would <br />support a bottle bill. <br /> <br /> Mr. Robb stated that he supported recycling and felt <br />there was a need to promote the sale of recyclables, but <br />opposed a bottle bill as he felt it would be counter <br />productive and not cost effective. <br /> <br /> Mr. Van Yahres stated that he felt there needed to be a <br />combination of such a bill and recycling, but indicated that <br />he would not support a deposit on aluminum cans since a <br />market exists for them. <br /> <br /> Ms. Waters stated that she felt in the long run it may be <br />better to reuse bottles rather than melt them down and make <br />new ones. Ms. Waters stated that the fees for solid waste <br />disposal are increasing dramatically and felt there was a <br />need to to develop a dump for stump and yard waste. <br /> <br /> Mr. Robb stated that he understood there are state-of- <br />the-art incinerators which reduce the amount going to dumps <br />by 85% and which can convert waste to provide power and he <br />was leaning toward favoring that approach. <br /> <br /> Ms. Waters stated that she felt there were two major <br />problems with incinerators: public concern and the fact that <br />they work against the goal of reducing the waste stream. <br /> <br /> Mr. Van Yahres stated that he would probably favor a <br />combination of incinerating medical waste composting and <br />recycling. Edwards, Ms. Slaughter, Mr. <br />Toscano, Mr. Vandever, Ms. Waters. <br /> <br />MINUTES <br /> <br /> On motion by Ms. Waters, seconded by Ms. Slaughter, the <br />minutes of the December 9th meeting were unanimously approved <br />as presented. <br /> <br /> On motion by Ms. Waters, seconded by Mr. Vandever, the <br />minutes of the December 16th meeting were unanimously <br />approved as presented. <br /> <br />PUBLIC <br /> <br /> Ms. Sandy Snook, President of the League of Women <br />Voters, presented Council with reports on trash and traffic. <br /> <br /> Mr. Tom Hill of 1204 Rugby Road, stated that staff have <br />not answered the following questions he has previously raised: <br />1) why are gas rates so high and climbing, 2) why is the City <br />paying more for gas this year than last, and 3) how does it <br />save money to expand into the County. Mr. Hill stated that <br />both the NUI Corporation and Stone and Webster Management are <br />waiting to bid on managing the City's gas program. <br /> <br /> Rev. Edwards stated that he felt Mr. Hill's questions <br />have been answered. <br /> <br /> <br />
