Mr.
Hendrix noted that the Corner merchants have and will
continue to approve the design.

ORDINANCE: CLOSING AN UNOPENED STREET ADJACENT TO 1207 GROVE ST.

Mr. Higgins stated that the Planning Commission voted
against recommending that the street be closed because of
concern that other ways should be found to use the City's
right-of-ways. Mr. Higgins noted that the applicant for the
street closing has maintained the property and would now like
to own the property.

Mr. Ralph Main, attorney for the applicant, stated that
the applicant has offered to purchase the entire property for
~1,800 cash.

Responding to a question from Mr. Toscano, Mr. Higgins
stated that the property is zoned R-lA and additional housing
could only be built if the property was subdivided and the
existing house demolished, which would then allow two single
family houses to be built.

Ms. Slaughter noted that interest in pocket parks had
been expressed in this neighborhood.

Ms. Waters stated that she did not think the property
would be appropriate for a park since it was next to a steep
dropoff and the railroad tracks. Ms. Waters stated that she
would be interested in knowing how the offer relates to the
actual value of the property.

Mr. Toscano stated that he felt the offer was generous
even if additional housing could be built.

Ms. Waters made a motion to accept the offer to sell the
right-of-way for $1~800 and noted that without the offer she
was not likely to vote to close the street since she did not
feel there would be any public benefit to closing it.

Mr. Toscano seconded the motion and it was carried over
to the next meeting for consideration.

ORDINANCE: QUITCLAIM OF PROPERTY ON JEFFERSON PARK AVENUE

Mr. Gouldman explained that a survey had been done on an
existing City lot and it was discovered that property for
which the owner had been taxed for years was actually within
the City's right-of-way.

Mr. Housley Carr, owner of the property, stated that the
brick retaining wall for the property is within the
right-of-way.

On motion by Ms. Waters, seconded by Mr. Vandever, the
ordinance entitled "AN ORDINANCE TO AUTHORIZE THE CONVEYANCE
OF CITY RIGHT-OF-WAY LOCATED NEAR JEFFERSON PARK AVENUE AND
