Mr. Mueller recommended that the parks be made safe <br />by enforcing existing laws or enacting new ones, but added <br />that he would support closing the parks if the closing could <br />be enforced and if the City felt it was the best method for <br />dealing with the situation. <br /> <br /> Mr. Hendrix stated that staff feel that closing the <br />parks will not eliminate the activities described, but may <br />just move the problem to another location. <br /> <br /> Ms. Waters questioned whether it was possible to evict <br />persons from the parks if they are behaving in certain ways. <br /> <br /> Ms. Slaughter recommended that the open container law in <br />Alexandria be researched. Ms.. Slaughter stated that she felt <br />closing the parks at least gave the police the ability to <br />remove people from the parks if they are called and made a <br />motion to close Lee and Jackson Parks at 11:00 p.m. Mr. <br />Vandever seconded the motion. <br /> <br /> Responding to a question from Mr. Vandever, Mr. Hendrix <br />stated that McGuffey Park differs from Lee and Jackson since <br />it is primarily a playground park and Lee and Jackson Parks <br />are more urban, walk-through parks. <br /> <br /> Responding to a question from Ms. Waters, Ms. Martenas <br />stated that the issue had not been taken before the full <br />membership of the NDRA since she felt it was a public safety <br />issue which was appropriate for the Board to address. <br /> <br /> The ordinance closing Lee and Jackson Parks at 11:00 <br />p.m. was carried over to the next meeting for consideration. <br /> <br /> Mr. Vandever and Ms. Slaughter requested that staff look <br />at enforcing existing laws during the hours that the parks <br />are open. <br /> <br /> Mr. Vandever asked the NDRA to poll the broader <br />membership on cloSing the parks prior to the second reading <br />of the ordinance. <br /> <br />DISCUSSION: FUTURE'S FORUM - CHARLOTTESVILLE 2000 <br /> <br /> Rev. Edwards stated that he would like to see the City <br />host a community-wide forum to discuss the City's future and <br />asked for Council's reaction. <br /> <br /> Ms. Waters stated that she felt such a forum would be <br />very useful and added that she felt it would be important to <br />involve Albemarle County. <br /> <br /> Ms. Slaughter suggested having a series of forums on <br />different topics and noted that the Charlottesville-Albemarle <br />Children and Youth Commission will be holding a similar <br />forum. <br /> <br /> Mr. Toscano stated that he would be interested in <br />pursuing the matter and requested that staff provide <br />information on strategic plans other communities have <br />developed and also suggested that ideas could be developed <br />during the West Main Street study process. <br /> <br /> Rev. Edwards stated that he would discuss the matter <br />further with staff. <br /> <br />APPROPRIATION: <br /> <br />(2nd reading) <br /> <br />$23,632.50 - JOINT SECURITY COMPLEX STAFF BONUSES <br /> <br /> Mr. Toscano restated his position that he felt it was <br />unfair for Joint Security COmplex staff to receive a $500 <br />bonus when City employees had only received $200 bonuses and <br /> <br /> <br />
