80 <br /> <br />located and Mr. Gouldman replied that he would identify the <br />development at the next meeting. <br /> <br /> Mr. Gouldman stated that Virginia Power is intending to <br />place the lines overground unless told otherwise and noted <br />that Council could require.them to be put underground. <br /> <br /> On motion by Mr. Vandever, seconded by Ms Slaughter the <br />ordinance granting an easement to Virginia Power across <br />Riverside Park was offered and carried over to the next <br />meeting for consideration. <br /> <br />ORDINANCE: GRANTING SANITARY SEWER EASEMENT RELOCATION (CORNER OF <br />PARK STREET AND PARK HILL) <br /> <br /> Mr. Gouldman explained that relocating the sanitary <br />sewer easement, at the applicant's expense, would allow a <br />separate lot to become buildable. <br /> <br /> Ms. Waters questioned the buildability of the lot <br />because of the dropoff and whether a variance had been <br />granted for the garage. <br /> <br /> On motion by Mr. Vandever, seconded by Ms. Slaughter, <br />the ordinance entitled "AN ORDINANCE TO AUTHORIZE THE <br />ABANDONMENT OF EXISTING SEWER LINE EASEMENT AND ACCEPTANCE OF <br />NEW SEWER LINE EASEMENT WITH RELOCATION OF SEWER LINE ON <br />PROPERTY KNOWN AS 801 PARK STREET" was offered and carried <br />over to the next meeting for consideration. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Ms. Slaughter requested that Council reaffirm its <br />opposition to Senate Bill #270 which would require site plans <br />or plats to be valid for five years which would erode local <br />powers. <br /> <br /> Ms. Waters agreed that she would not like to see site <br />plans or plats valid for five years. <br /> <br /> Ms. Slaughter stated that she has been getting several <br />telephone calls regarding an arena and stressed that an <br />arena is not something she would like to see downtown or in <br />the West Main Street area. Ms. Slaughter urged the City <br />representatives on the Planning and Coordinating Council <br />(PACC) to discuss the issue at its next meeting and felt that <br />Council should take a stand on the issue. <br /> <br /> Ms. Waters, a member of the PACC, agreed that Council's <br />concerns should be conveyed at the next PACC meeting and also <br />recommended that parameters for the higher density and West <br />Main Street studies should be developed. <br /> <br /> Mr. Toscano stated that the West Main Street Steering <br />Committee has met and at its next meeting will determine the <br />process, delineate the boundaries of the study and recommend <br />task force members. <br /> <br /> Ms. Waters recommended that the high density committee <br />defer to the West Main Street Study Committee regarding <br />studying higher density in that corridor. <br /> <br />e~as adjourned. <br />President <br /> <br />~rk <br /> <br /> <br />
