Main Street, and a member <br />of the Social Development Commission, requested that the City <br />include sexual minority persons in their non-discrimination <br />policy and not fund agencies who do not amend their policies <br />to include sexual orientation. <br /> <br />PUBLIC HEARING: COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS-FY 92-93 <br /> <br /> Mr. Hendrix reviewed the programs recommended to receive <br />CDBG funding: $372,500 for housing; $10,000 for access and <br />safety; $10,000 for relocation~ $54,510 for sidewalks; <br />$10,000 for a neighborhood survey~ $48,000 for Fifeville; and <br />~92,645 for social programs <br /> <br />The public hearing was opened. <br /> <br /> Mr. Steve Stern, representing the Social Development <br />Commission, reviewed the social programs recommended by the <br />Commission. <br /> <br /> Questions were raised about the Adult Education Program <br />and~it was recommended that Mr. John Gaines be requested to <br />provide a description of the program. <br /> <br /> Mr. Stern stated that the City's Drug Coordinator is <br />interested in taking over the role model program. Responding <br />to a question from Mr. Toscano, Mr. Stern stated that the <br />Commission did not make a recommendation on the new role of <br />the M. O. Mohr Center. <br /> <br /> Mr. Bob Newman, Assistant Director of the <br />Charlottesville Housing Foundation, supported the infill <br />housing program proposed to be operated with Midway Housing, <br />which will provide loans for home buyers. <br /> <br /> As there were no other speakers the public hearing was <br />closed. <br /> <br /> Responding to a question from Ms. Slaughter, Mr. Herman <br />Key~ CDBG Task Force member, stated that the Task Force was <br />interested in conducting a neighborhood opinion survey to <br />help in selecting a priority neighborhood, but the method for <br />conducting the survey has not been decided. <br /> <br /> Responding to a question from Mr. Toscano, Mr. Satyendra <br />Huja, Director of Community Development, stated that <br />reprogrammed CDBG funds are available for use in any of the <br />target neighborhoods. <br /> <br />REQUEST: CHARLOTTESVILLE HOUSING FOUNDATION/MIDWAY HOUSING <br />DEVELOPMENT CORPORATION <br /> <br /> Mr. Gary O'Connell, Deputy City Manager, stated that the <br />Charlottesville Housing Foundation has requested that the <br />City donate the property on the corner of King and 9th Street <br />to use as a "stepping stone" house to encourage home <br />ownership. <br /> <br /> Mr. Bob Newman of the Charlottesville Housing <br />Foundation, stated that Midway Housing Development <br />Corporation proposed to convert the house into three <br />apartments and that a portion of the rent paid be set aside <br />and made available to the tenants as a downpayment for <br />purchase of a home. Mr. Newman estimated an average of two <br />years for each tenant to remain in the house and noted that <br />the property would be returned to the City's tax rolls. <br /> <br />Ms. Waters made~a motion to approve the request to <br /> <br /> <br />
