109 <br /> <br />be a major issue and Mr. Hendrix stated that the Rivanna <br />Solid Waste Authority was a year away from dealing with the <br />issue but was planning to make a strong education effort to <br />encourage neighborhood composting. <br /> <br /> A majority of Council agreed to reduce the Solid waste <br />fee to 80 cents per large bag. <br /> <br /> Mr. Gary O'Connell, Deputy City Manager, stated that <br />$10,000 is contained in the proposed budget for a futures <br />forum and a possible survey of citizens concerning city <br />services and programs. <br /> <br /> Mr. Vandever questioned what would be done with the <br />survey results. <br /> <br /> It was the consensus of Council to leave the $10,000 in <br />the budget for citizen initiatives with the understanding <br />that Council would give final approval for the way in which <br />the funds are spent. <br /> <br /> Ms. Waters stated that she would favor giving some funds <br />to the Paramount Theater and establishing a revolving loan <br />fund for historic preservation, perhaps from capital dollars. <br /> <br /> Ms. Peacock stated that the volunteer fire fighters had <br />requested that they be granted a personal property tax <br />exemption. Edwards, Ms. Slaughter, Mr. <br />Toscano, Mr. Vandever, Ms. Waters. <br /> <br /> Ms. Waters stated that she felt.there was a need to <br />increase the salary of the executive directors for Monticello <br />Area Community Action Agency (MACAA), Offender Aid and <br />Restoration (OAR), and Shelter for Help in Emergency (SHE). <br /> <br /> Ms. Linda Peacock, Budget Administrator, stated that the <br />Social Development Commission has requested that the staff <br />conduct a salary survey of agencies before next year's <br />budget. <br /> <br /> Ms. Slaughter stated that she felt it was important to <br />maintain the Historical Society librarian. <br /> <br /> Responding to a question about unfulfilled service needs <br />in the police department, Mr. Louie Chapman stated that there <br />is a need for three patrol officers (U. Va. corner area, <br />overflow requests, and mounted unit) and five Community <br />Service Officers (CSOs) (mounted unit, public housing, <br />Barracks Road and telephone reporting unit) as well as <br />additional officers in the Rockland/Fifeville/West Main <br />Street area. <br /> <br /> <br />
