110 <br /> <br /> Mr. Toscano recommended that $50,000 be included in the <br />budget for police overtime rather than employing additional <br />personnel at this time. <br /> <br /> Ms. Slaughter expressed concern about losing the <br />resource officer at Charlottesville High School as she felt <br />it was important from a public safety viewpoint. <br /> <br /> Mr. Hendrix stated that the police feel that if the <br />schools think it is important for the officer to continue at <br />the High'School then the schools should fund the position. <br /> <br /> With regard to providing additional paid days off for <br />firefighters, Council requested that the City Manager meet <br />with firefighter representatives to discuss providing <br />additional days off if it could be worked out without <br />additional funding. <br /> <br /> Mr. Vandever expressed concern with fire staffing and <br />with the data and studies and Mr. Hendrix explained that <br />seven firefighters would need to be added to have any real <br />impact. <br /> <br /> Mr. Hendrix stated that the.volunteer firefighters have <br />requested that volunteer fire and rescue personnel be granted <br />personal property tax exemptions but there was no support <br />expressed by Council for the request. <br /> <br /> Mr. Hendrix stated that the County Sheriff has requested <br />that the City fund a portion of the cost for an additional <br />bailif~ in the Juvenile and Domestic Relations Court. There <br />was no support expressed to fund the bailiff. <br /> <br /> Ms. Peacock stated that the budget assumes that the <br />cemeteries will be self supporting and therefore the costs to <br />open and close graves will be increased and included in the <br />funeral home charges. Ms. Peacock explained that an <br />ordinance will need to be prepared to make the change and <br />added that the indigent will continued to be provided for. <br /> <br /> It was the consensus of Council to increase the fees for <br />opening and closing graves. <br /> <br /> MS. Slaughter stated that she would like the amount <br />budgeted for housing in the capital budget reduced by $60,000 <br />to offset the house donated to the Charlottesville Housing <br />Foundation. <br /> <br /> Ms. Waters proposed that the $60,000 be applied toward <br />historic preservation, to be added to the $55,000 currently <br />held for historic preservation. <br /> <br /> Ms. Slaughter stated that the Parks Committee has <br />endorsed the concept of the Five Sense Nature Trail but did <br />no~ want to speed up the funding for the trail, but preferred <br />to maintain the funds for neighborhoods parks. No support <br />was expressed for accelerating funding for the Five Senses <br />Trail. <br /> <br /> ~t was recommended that the $60,000 for housing from <br />the capital budget be put in a contingency fund and Ms. <br />Slaughter recommended that Council commit to designating at <br />least ~20,000 of the $60,000 for historic preservation. <br /> <br /> With regard to the salary proposal, Mr. Toscano <br />questioned whether the proposed salary schedule would present <br />problems with division heads' salaries surpassing department <br />heads. Mr. Hendrix stated that there may be a few instances <br />where this might occur, but felt that it was better in terms <br />of equity to maintain the proposal. <br /> <br /> Council tentatively agreed to provide additional funding <br />for OAR, MACAA, SHE, the Historical Society librarian, SOcial <br /> <br /> <br />
