126 <br /> <br /> Mr. Toscano noted that available figures show that <br />CHIP's costs have been lower than the Private sector. <br /> <br /> On motion by Ms. Waters, seconded by Mr. Toscano, the <br />resolution approving the FY 92-93 Community Development Block <br />Grant Plan was unanimously approved by Council. <br /> <br />RESOLUTION: COMMUNITY DEVELOPMENT WEEK <br /> <br /> Mr. Vandever presented the proclamation proclaiming <br /> Community DeVelopment Week to Mr. J. R, Wood and Ms. Peppy <br /> Linden, members of the Community Development Block Grant Task <br /> Force. <br /> <br />RESOLUTION: AMENDING JOINT SECURITY COMPLEX CITY-COUNTY AGREEMENT <br /> <br /> Mr. OJConnell explained that the resolution would allow <br /> members of the Jail Board to serve three consecutive three <br /> year terms~ <br /> <br /> On motion by Ms. Waters, seconded by Mr. Toscano, the <br />resolution amending the Joint Security Complex City-County <br />agreement was unanimously approved by Council. <br /> <br />ORDINANCE: COMPREHENSIVE LAND USE PLAN FOR PORTIONS OF HIGHLAND <br />AVENUE TO ALLOW R-lA ZONING <br /> <br /> Mr. Huja stated that the Planning Commission recommended <br />approval of the Land Use Plan change and the rezoning to R-lA <br />for thirteen properties on Highland Avenue for the following <br />reasons: 1) This area was inadvertently omitted from the <br />comprehensive zoning map changes adopted June 3, 1992; 2) The <br />change would be in keeping with the objectives of the new <br />zoning map in that the subject area properties meet "One <br />Family Residential,, and "R-lA" location criteria for "Lot <br />Sizes," "Predominant Residential Use" and "Conversion- <br />Stability;. 3) The changes would make all of Highland Avenue <br />consistent in terms of Land Use Plan designation and zoning; <br />and 4) The primary character of this neighborhood is single <br />family and future duplex conversion or construction could <br />adversely affect that single family character. <br /> <br /> Ms. Waters noted that Council has been aware that these <br />properties were inadvertently omitted from the previous <br />rezoning for a full year and she felt rezoning these <br />properties would complete the community-wide rezoning effort. <br /> <br /> On motion by Ms. Waters, seconded by Ms. Slaughter, the <br />ordinance entitled "AN ORDINANCE AMENDING THE LAND USE PLAN <br />OF THE COMPREHENSIVE PLAN TO CHANGE THE DESIGNATION OF <br />CERTAIN PROPERTIES ON HIGHLAND AVENUE FROM TWO FAMILY <br />RESIDENTIAL TO ONE FAMILY RESIDENTIAL', was offered and <br />carried over to the next meeting for consideration. <br /> <br />ORDINANCE: REZONING 13 PARCELS OF LAND ON HIGHLAND AVENUE FROM <br />R-2 TO R-lA <br /> <br /> On motion by Ms. Waters, seconded by Ms. Slaughter, the <br />ordinance entitled "AN ORDINANCE AMENDING AND REENACTING THE <br />DISTRICT MAP INCORPORATED IN SECTION 34-15 OF THE ZONING <br />ORDINANCE OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1990, <br />AS AMENDED, BY THE REZONING OF PROPERTY LOCATED ON HIGHLAND <br />AVENUE SHO~ ON CITY REAL PROPERTY TAX MAP 21 AS PARCELS 116, <br />117, 118, 119, 120, 121, 126, 127, 128, 129, 130, 131, AND <br />THE NORTHERN PORTION OF 131.1" was offered and carried over <br />to the next meeting for consideration. <br /> <br />PUBLIC <br /> <br /> Mr. Darden Towe of 607 Davis Avenue, stated that he felt <br />the City will regret allowing the concrete wall on Long <br />Street which has been built as a result of the improvements <br />to Free Bridge and thought the City should have pushed for a <br /> <br /> <br />
