On motion by Ms. Waters, seconded by Mr. Toscano, the resolution approving the FY 92-93 Community Development Block Grant Plan was unanimously approved by Council. RESOLUTION: COMMUNITY DEVELOPMENT WEEK Mr. Vandever presented the proclamation proclaiming Community DeVelopment Week to Mr. J. R, Wood and Ms. Peppy Linden, members of the Community Development Block Grant Task Force. RESOLUTION: AMENDING JOINT SECURITY COMPLEX CITY-COUNTY AGREEMENT Mr. OJConnell explained that the resolution would allow members of the Jail Board to serve three consecutive three year terms~ On motion by Ms. Waters, seconded by Mr. Toscano, the resolution amending the Joint Security Complex City-County agreement was unanimously approved by Council. ORDINANCE: COMPREHENSIVE LAND USE PLAN FOR PORTIONS OF HIGHLAND AVENUE TO ALLOW R-lA ZONING Mr. Huja stated that the Planning Commission recommended approval of the Land Use Plan change and the rezoning to R-lA for thirteen properties on Highland Avenue for the following reasons: 1) This area was inadvertently omitted from the comprehensive zoning map changes adopted June 3, 1992; 2) The change would be in keeping with the objectives of the new zoning map in that the subject area properties meet "One Family Residential,, and "R-lA" location criteria for "Lot Sizes," "Predominant Residential Use" and "Conversion- Stability;. 3) The changes would make all of Highland Avenue consistent in terms of Land Use Plan designation and zoning; and 4) The primary character of this neighborhood is single family and future duplex conversion or construction could adversely affect that single family character. Ms. Waters noted that Council has been aware that these properties were inadvertently omitted from the previous rezoning for a full year and she felt rezoning these properties would complete the community-wide rezoning effort. On motion by Ms. Waters, seconded by Ms. Slaughter, the ordinance entitled "AN ORDINANCE AMENDING THE LAND USE PLAN OF THE COMPREHENSIVE PLAN TO CHANGE THE DESIGNATION OF CERTAIN PROPERTIES ON HIGHLAND AVENUE FROM TWO FAMILY RESIDENTIAL TO ONE FAMILY RESIDENTIAL', was offered and carried over to the next meeting for consideration. ORDINANCE: REZONING 13 PARCELS OF LAND ON HIGHLAND AVENUE FROM R-2 TO R-lA On motion by Ms. Waters, seconded by Ms. Slaughter, the ordinance entitled "AN ORDINANCE AMENDING AND REENACTING THE DISTRICT MAP INCORPORATED IN SECTION 34-15 OF THE ZONING ORDINANCE OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1990, AS AMENDED, BY THE REZONING OF PROPERTY LOCATED ON HIGHLAND AVENUE SHO~ ON CITY REAL PROPERTY TAX MAP 21 AS PARCELS 116, 117, 118, 119, 120, 121, 126, 127, 128, 129, 130, 131, AND THE NORTHERN PORTION OF 131.1" was offered and carried over to the next meeting for consideration.
