129 <br /> <br /> Rev. Edwards recommended that the issue be raised with <br />the Commonwealth's Attorney and judge. <br /> <br /> The possibility of having communitY service officers <br />(CSOs) deal with noise complaints was discussed. <br /> <br /> Responding to a question from Mr. Toscano, Sgt. DeWitt- <br />Rickards stated that it takes five to ten minutes when <br />warnings are issued, but as much as an hour when the noise <br />meters are used. <br /> <br /> Mr. Toscano stated that he felt the matter poses a <br />dilemma of priorities and while he sympathized with people <br />who are haVing noise problems, he realized and agreed with <br />the police priorities and recommended that ways be explored <br />to involve CSOs. <br /> <br /> Ms. Waters requested that the police consider ways to <br />help the Council deal with the problem of chronic noise <br />violators and Sgt. DeWitt-Rickards stated that he felt this <br />would be one of the goals of the sector coordinators. <br /> <br /> Ms. Slaughter summarized the requests made by Councilors <br />regarding the noise issue: 1) the policy with the courts <br />would be explored further; 2) the role of the sector <br />coordinators should be included in the policy regarding <br />noise; and 3) using CSOs will be explored. Ms. Slaughter <br />requested that a report on these issues be provided. <br /> <br />APPROPRIATION: <br /> <br />(2nd reading) <br /> <br />$1,100,000 - CORNER IMPROVEMENT PROJECT <br /> <br /> The $1,100,000 appropriation for the Corner improvement <br />project which was offered at the April 20th meeting was <br />approved by the following vote. Ayes: Rev. Edwards, Ms. <br />Slaughter, Mr. Toscano, Mr. Vandever, Ms. Waters. Noes: <br />None. <br /> <br /> BE IT RESOLVED by ~he Council for the City of <br />Charlottesville, Virginia that the sum of $1,100,000 is <br />hereby appropriated to account 26-181-091151 in the Capital <br />Projects Fund to fund improvements in the University Corner <br />area. Of the sum appropriated, ~350,000 is to be received <br />from the amount designated for this project in the FY 92-93 <br />Capital Improvement budget, $350,000 is to be received from <br />the contingency budgeted in the FY 92-93 capital improvements <br />budget, $400,000 is to be received as a one-year loan from <br />the General Fund balance. The loan from the General Fund <br />will be repaid, with interest, from the Capital Fund on July <br />1, 1993. Interest on the loan shall accrue at the average <br />rate of interest earned by the City's General Fund <br />investments during the preceding year. <br /> <br /> BE IT FURTHER RESOLVED that, of the total appropriation, <br />$438,414 shall be repaid to the Capital Fund from the <br />proceeds from the special tax district established for this <br />project. <br /> <br />ORDINANCE: COMPREHENSIVE LAND USE PLAN FOR PORTIONS OF HIGHLAND <br />AVENUE TO ALLOW R-lA ZONING (2nd reading) <br /> <br /> The ordinance entitled "A RESOLUTION AMENDING THE LAND <br />USE PLAN OF THE COMPREHENSIVE PLAN TO CHANGE THE DESIGNATION <br />OF CERTAIN PROPERTIES ON HIGHLAND AVENUE FROM TWO FAMILY <br />RESIDENTIAL TO ONE FAMILY RESIDENTIAL," which was offered at <br />the April 20th meeting, was approved by the following vote. <br />Ayes: Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. <br />Vandever, Ms. Waters. Noes: None. <br /> <br /> WHEREAS, on January 16, 1990, the City of <br />Charlottesville adopted a new Land Use Plan, followed by a <br />comprehensive rezoning in the City on June 3, 1991; and <br /> <br /> <br />
