Mro Vandever questioned the seriousness of the economic <br />and racial imbalance among the elementary schools. <br /> <br /> Mro Dunbar replied that significant racial and socio- <br />economic changes have occurred at Johnson, Jackson-Via and <br />Clark elementary schools. <br /> <br /> Ms. Linda Seaman, School Board member, stressed that the <br />School Board has been watching the situation at the <br />elementary schools very closely, but added that the School <br />Board would like to disrupt students as little as possible, <br />especially given the planned school renovations and temporary <br />relocation of students to Jefferson School. <br /> <br /> Mro Smith stated that most often Afro-American students <br />are the ones who are uprooted by redistricting and therefore <br />he would prefer to deal with situations at individual school <br />rather than moving students. <br /> <br /> Mr. Vandever recommended that the schools use <br />information available~from the 1990 census to analyze changes <br />in school districts. <br /> <br />s adjourned. <br /> <br />153 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Wednesday, <br />June 10, 1992 AT 7:30 p.m. IN THE City Manager's Office. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Executive session to discuss perSonnel matters as <br />exempted by Section 2.1-344(a)(1) of the Virginia <br />Freedom of Information Act. <br /> <br />BY ORDER OF THE MAYOR BY ~anne Cox (signed) <br /> <br /> CITY MANAGER'S OFFICE - June 10, 1992 <br /> <br /> Council met in special session on this date with the <br />following members present: Rev. Edwards, Ms. Slaughter, Mr. <br />Toscano, Mr. Vandever, Ms. Waters. <br /> <br /> On motion by Ms. Slaughter, seconded by Mr. Vandever, <br />Council unanimously voted to meet in executive session to <br />discuss personnel matters (appointments to boards and <br />commissions) as exempted by Section 2.1-344 (a)(1) of the <br />Virginia Freedom of Information Act. <br /> <br /> Council reconvened in open session and, on motion by Ms. <br />Waters, seconded by Ms. Slaughter, unanimously certified <br />that, to the best of each member's knowledge (i) only public <br />business matters lawfully exempted from open meeting <br />requirements by Virginia law were discussed in the executive <br />meeting to which this certification resolution applies, and <br />(ii) only such public business matters as were identified in <br />the motion convening the' executive meeting were heard, <br />discussed or considered by the Council. <br /> <br />~~ adjourned. <br />President '~'~- C~k <br /> <br /> <br />
