157 <br /> <br /> Responding to a question from Ms. Slaughter, Mr. Hendrix <br />stated that the assessed value for the two lots is $74,900. <br /> <br /> Mr. Kerns stated that HUD will pay the assessed value <br />for the lots, but noted that since the cost is so high less <br />will be available for the other programs. <br /> <br /> Ms. Waters stated that if an option could be agreed upon <br />then perhaps a final price could be agreed upon and the <br />zoning issues settled at a later date. <br /> <br /> Mr. Toscano requested infOrmation on how the group home <br />would be operated. <br /> <br /> Mr. Jim Heilman, representing the AIDS Support Gr°up, <br />stated that a critical need exists in the community for this <br />type of housing and the AIDS Support Group has sought to <br />inform the neighbors of the proposal. Mr. Heilman stated <br />that little additional traffic is anticipated and parking <br />would be provided on site. <br /> <br /> Ms. Lisa Gonder-Frederick, representing the AIDS Support <br />Group, listed the following criteria for admission to the <br />group home: at least~18 years of age with HIV or AIDS, low <br />income, capable of self care and mobility,~ with minimal home <br />health care required. <br /> <br /> _Responding to a question from Mr. Toscano, Ms. Gonder- <br />Frederick stated that if persons become too ill to remain in <br />the group home, the AIDS~Support Group will help find another <br />appropriate facility, probably a nursing home. <br /> <br /> Mr. Mark Spicer, 224 Shamrock Road, stated that the land <br />had originally been purchased by the City for right-of-way <br />for a bridge to be built over the railroad tracks. Mr. <br />Spicer stated that traffic is currently a major problem on <br />the street and the neighbors need more time to discuss their <br />concerns about the proposal. ~ <br /> <br /> Mr. Gouldman stated that correspondence regarding the <br />land purchase!refers to the land being needed for a road <br />project, but there are no restrictions in deed for the <br />property. <br /> <br /> Mr. Hendrix stated that he was not in a position at <br />this time to say what uses the City might have for the <br />property. <br /> <br /> Ms. Waters stated that the process issue was the most <br />troubling and she would not feel good moving~ahead without <br />allowing opportunity for public comment. <br /> <br /> Mr. Toscano stated that he felt the process issue was <br />troubling also, but felt there was a need for such a facility <br />and he would hate to lose the grant opportunity. Mr. Toscano <br />stated that he felt issues remain which will need to be <br />addressed before the project is finalized, but he would <br />support the proposal. <br /> <br /> Responding to a question from Ms. Slaughter, Ms. Emily <br />Dreyfus, Director of the AIDS Support Group, stated that HUD <br />requires site control of the property by the application <br />deadline. - - <br /> <br /> Mr. Toscano made a motion to grant the Charlottesville <br />Housing Foundation a six-month option for the two lots on <br />Shamrock for the full market value, on the condition that the <br />neighbors be involved in the admission and design guidelines. <br />Mr. Vandever seconded the motion. <br /> <br /> Ms. Slaughter stated that she would like more <br />information on the issue of ~the property having been <br /> <br /> <br />
