171 <br /> <br /> Dr. Joseph Mooney, a resident of the Fry's Spring <br />neighborhood, expressed opposition to the project, expressed <br />concern about the process and questioned whether the end <br />justifies the means. Dr. Mooney stated that he felt the <br />decision was impulsive and felt consideration should be given <br />to exploring use of the west wing of the former U. Va. <br />hospital. Dr. Mooney stated that the fact that HUD does not <br />allow such a facility to be placed in a minority neighborhood <br />is reverse discrimination and felt sites in the County should <br />be considered. ~ <br /> <br /> Mr. Reggie Fix, 223 Shamrock, stated that he has had <br />five cars wreck in his yard and opposes the group home <br />because of traffic concerns. <br /> <br /> Mr. Steve Andrews, 2500 Jefferson Park Avenue, opposed <br />the group home because he felt Shamrock Road was the wrong <br />location and a larger facility was needed. <br /> <br /> As there were no further speakers~the public hearing was <br />closed. <br /> <br /> Responding to questions from Ms. Slaughter, Mr. Jim <br />Marshall, City Traffic Engineer, stated that he has not had <br />an opportunity to gather information on traffic accidents but <br />a 1990 study revealed approximately 4,000 automobile trips in <br />a 24 hours period. Mr. Marshall stated that he felt only <br />fractional traffic would be added by the proposed development <br />and he did not think it would not have significant impact. <br /> <br /> Mr. Toscano noted that an infil! housing report done by <br />staff, had identified City lots as possible locations for low <br />and moderate income housing. <br /> <br /> Responding to a question from Mr. Toscano, Ms. Emily <br />Dreyfus stated that group homes in other cities have been <br />investigated and have been found to meet local needs rather <br />than attracting persons from outside the communities, but <br />noted that the existence of the University Hospital does <br />bring additional AIDS and HIV patients into the <br />Charlottesville area. Ms. Dreyfus stated that the AIDS <br />Support Group is looking at the legality of and is willing to <br />consider restricting the group home to City residents. <br /> <br /> Mr. Toscano recommended that the neighborhood be allowed <br />an opportunity to provide input into the group ~home admission <br />guidelines. <br /> <br /> Ms. Dreyfus stated that the AIDS Support Group will <br />involve the ~neighborhood in the site plan, appearance of the <br />property, and green space and the ongoing process of <br />identifying clients. Ms. Dreyfus stated that health care <br />professionals will be depended upon to make recommendations <br />regarding discharge from the group home. Ms. Dreyfus stated <br />that locations in the County had been explored but were <br />rejected because the site needs to be close to health care <br />and transportation. <br /> <br /> Ms. Slaughter questioned whether HUD would consider the <br />availability of JAUNT transportation when approving a <br />location and Ms. Dreyfus replied that JAUNT has limited <br />hours of operation and therefore would not be looked on as <br />favorably. <br /> <br /> Responding to questions from Ms. Slaughter, Ms. Dreyfus <br />stated that if the grant is awarded, a~20-year contract for <br />operating funds will be available from HUD,'with five-year <br />renewal options for a total of 40 years and she felt it may <br />be possible to change' the group home to another site if the <br />grant is received. <br /> <br /> Responding to questions from Mr. Toscano, Ms. Dreyfus <br />stated that rehabilitating existing structures had been <br /> <br /> <br />
