182 <br /> <br /> Mr. Toscano questioned whether it was desirable to <br />support the Whittle Corporation which sponsors Channel I <br />since they actively support the notion of private schools <br />over public schools. <br /> <br /> Responding to a question from Ms. Daugherty, Ms. Dimberg <br />stated that the equipment provided to the schools in return <br />for the broadcasting of Channel I is used by the schools to <br />tape other educational shows and also to produce "CHS Live," <br />but noted that other means are also available to offer such <br />activities. <br /> <br />President Cl~k <br /> COUNCIL CHAMBER - July 20, 1992 <br /> <br /> Council met in regular session on this date with the <br />following members present: Ms. Daugherty, Rev. Edwards, Ms. <br />Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br />MINUTES <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Daugherty, the <br />minutes of the 12:40 p.m., June 25th meeting were unanimously <br />approved as presented. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Daugherty, <br />the minutes of the 5:00 p.m., June 25th meeting were approved <br />as presented, with Rev. Edwards abstaining. <br /> <br /> On motion by Ms. Daugherty, seconded by Rev. Edwards, <br />the minutes of the July 1st meeting were unanimously approved <br />as presented. <br /> <br /> On motion by Ms. Slaughter, seconded by Rev. Edwards, <br />the minutes of the July 6th meeting were unanimously approved <br />as presented. <br /> <br /> On motion by Mr. Toscano, seconded by Rev. Edwards, the <br />minutes of the July 8th meeting were unanimously approved as <br />presented. <br /> <br />PUBLIC <br /> <br /> Mr. Richard Handler stated that residents of Fifeville, <br />in their efforts to combat drugs, have: conducted regular <br />anti-drug marches; hosted a forum for landlords to develop <br />cooperative strategies to deal with rental properties housing <br />suspected drug dealers; opened lines of communication with <br />City officials; instituted a Court Watch program to track the <br />outcome of drug-related cases, enlisted the help of <br />neighborhood churches and businesses; and conducted research <br />on strategies used in other communities to reduce <br />neighborhood drug trafficking. Mr. Handler presented a <br />petition from residents requesting that the City take the <br />following steps: more effectively deploy police personnel; <br />reinstitute the "power shift" to have an adequate number of <br />officers available during peak drug dealing hours; implement <br />the concept of neighborhood policing; establish and maintain <br />effective communication and cooperation between the Narcotics <br />Unit and rest of the Police Department; put mechanisms in <br />place to enhance cooperation between the Police, Drug Task <br />Force, and citizen groups; aggressively pursue grant monies <br />for innovative police programs; explore innovative ideas for <br />combatting drug trafficking~ vigorously enforce regulations <br />against public drunkenness, excessive noise and speeding in <br />neighborhoods; aggressively implement property seizure laws <br /> <br /> <br />
