191 <br /> <br />upon ~ACAA's promise to repay the advance in its entirety on <br />or before November 1, 1992, whether such repayment is <br />effected from funds received from the MACAA contract with <br />the Piedmont Job Training Administration or from some other <br />source. Before the actual advance is made by the City, MACAA <br />shall, properly execute an appropriate note evidencing its <br />indebtedness to the City in a form approved by the City <br />Attorney and substantially like the attached sample. <br /> <br />APPROPRIATION: $16,000 - ADVANCE TO TEENSIGHT (2nd reading) <br /> <br /> The $16,000 advance to Teensight which was offered at <br />the July 20th meeting was approved by the following vote. <br />Ayes: Ms. Daugherty, Ms. Slaughter, Mr. Toscano, Mr. <br />Vandever. Noes: None. Absent: Rev. Edwards. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the sum of $16,000 is hereby <br />appropriated from the unappropriated balance of the General <br />Fund as a loan to FOCUS of Charlottesville and Albemarle, as <br />additional start-up funds for the TeenSight program. This <br />loan is conditioned upon FOCUS's promise to repay the advance <br />in its entirety on or before November 1, 1992, whether such <br />repayment is effected from funds received from the FOCUS <br />contract with the Piedmont Job Training Administration or <br />from some other source. Before the actual advance is made by <br />the City, FOCUS shall properly execute an appropriate note <br />evidencing its indebtedness to the City in a form approved by <br />the City Attorney and substantially like the attached sample. <br /> <br />APPROPRIATION: $2,500 - DONATION TO THERAPEUTIC RECREATION PROGRAM <br /> <br /> Mr. Hendrix stated that the appropriation was a donation <br />made for the Supper Club Program which teaches social skills <br />to disabled persons and provides respite to their caretakers. <br /> <br /> On motion by Ms. Daughter, seconded by Ms. Slaughter, <br />the $2~500 appropriation for the Therapeutic Recreation <br />Program was offered and carried over to the next meeting for <br />consideration. <br /> <br />ORDINANCE: CLOSING A PORTION OF FLORENCE ROAD (2nd reading) <br /> <br /> Mr. Clyde Gouldman, City Attorney, proposed an amendment <br />to the ordinance which would make the closing contingent upon <br />reservation by the City of easements for utility lines. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Slaughter, the <br />ordinance was unanimously amended as proposed by Mr. <br />Gouldman. <br /> <br /> Mr. Toscano recommended that a process be developed for <br />evaluating street closings since the action taken to close <br />the street is a departure from the Planning Commission <br />recommendation. Mr. Toscano added that he felt there will <br />always be individual situations to take into account and he <br />would support this street closing in order to provide <br />security to the neighborhood. <br /> <br /> The ordinance entitled "AN ORDNANCE CLOSING, VACATING <br />AND DISCONTINUING A PORTION OF FLORENCE ROAD," which was <br />offered at the July 20th meeting, was approved by the <br />following vote. Ayes: Ms. Daugherty, Ms. Slaughter, Mr. <br />Toscano, Mr. Vandever. Noes: None. Absent: Rev. Edwards. <br /> <br />ORDINANCE: EFFECTIVE DATE FOR AMENDMENT TO REAL ESTATE AND RENT <br />RELIEF PROGRAM (2nd reading) <br /> <br /> The ordinance entitled ',AN ORDINANCE AMENDING AN <br />ORDINANCE APPROVED JUNE 1, 1992, RELATED TO REAL ESTATE TAX <br />RELIEF AND RENTAL RELIEF FOR ELDERLY AND DISABLED PERSONS," <br />which was offered at the July 20th meeting, was approved by <br />the following vote. Ayes: Ms. Daugherty, Ms. Slaughter, Mr. <br /> <br /> <br />
