C ~rk~'~~ ~

COUNCIL CHAMBER - August 17, 1992

Council met in regular session on this date with the
following members present: Ms. Slaughtert Mr. Toscano, Mr.
Vandever. Absent: Ms. Daugherty and Rev. Edwards.

Mr. Vandever began the meeting with the following:

"Before we begin the business of tonight's meeting, I'd
like to depart from the agenda to recognize and remember one
of our city's finest citizens, Darden Towe.
When Darden died last Thursday, we lost a vibrant symbol
of all that's special about Charlottesville.
Darden possessed an energy and commitment to our
community that was truly unique, and that tragically, is
perhaps irreplaceable.
He lived and breathed this city, touching the lives of
thousands of people over the years, and promoting causes both
publicly and privately that made Charlottesville such a
wonderful city for all of us.
Our hearts go out to his family and friends during this
difficult time, and we hope that some solace is possible in
the knowledge that this remarkable man made an enormous
difference in our lives; that we're all richer for having
known him; that he'll be profoundly missed; and that his
memory will be cherished by those he touched.
Charlottesville is, quite simply, a better place because
of Darden Towe, and will not be the same place without him.
I would ask that we now observe a moment of silence to
remember and honor our friend Darden Towe."

On motion by Ms. Slaughter, seconded by Mr. Toscano, the
following resolution honoring Darden Towe was unanimously
approved by Council.

WHEREAS, Darden Towe gave generously of his time and
talents to this community throughout his lifetime, including
his service on the City Council from 1986 to 1990; his
wholehearted support for the City School system and all area
athletic teams; his support for small business and especially
for Downtown Charlottesville; and his current service as City
representative on the Piedmont Virginia Community College
Board and as Chairman of the City's Parks and Recreation
Advisory Committee;

NOW, THEREFORE, BE IT RESOLVED that the City Council of
Charlottesville expresses its sincere appreciation for the
life of Darden Towe and extends its deepest sympathy to the
members of his family.

MINUTES

On motion by Mr. Toscano, seconded by Ms. Slaughter, the
minutes of the August 3rd meeting were approved as presented,
with Ms. Daugherty and Rev. Edwards absent.

PUBLIC

Ms. Hild Creed, 110 Monte Vista Avenue, representing the
executive committee of the Fry's Spring Neighborhood
Association, listed the following comments in response to the
